HomeMy WebLinkAboutAffordable Housing Board - Minutes - 11/01/20010 • CITY OF FORT COLLINS AFFORDABLE HOUSING BOARD MEETING MINUTES November 1, 2001 Kay Rios, Chair Isabel Garity, Vice Chair Ken Waldo, Staff Liaison (970) 221-6753 Chuck Wanner, City Council Liaison (970) 484-0810 Board members present included: David McKelfresh, Isabel Garity, Bob Browning, Stacy Overton, and David Danforth. Staff members present: Maurice Head and Ken Waldo Called to order with a quorum present at 4:00 p.m. at 281 North College Avenue, Fort Collins, Colorado. New Business Minutes: David McKelfresh moved to accept the minutes of the September 13, September 27, and October 4 meetings, Stacy Overton seconded, motion carried. Simpson Housing - Elizabeth Street Apartments - Impact Fees Brief Review of CDBG Commission's recommendations for funding projects including amount and where monies should be drawn from. Recommendations shifted to accommodate unexpected change in HUD regulations. Project leadership for the Simpson Housing application has changed and they have some concerns about the cost of impact fees for the project. Presently, the impact fees are in the Development Impact Fee Payment Delay Program and will need to be paid by December 1. Affordable Housing Resources Guide This item will be discussed at the next meeting. The guide was due out October 26th. Review of the Board's Work Plan This board feels they have met goals and/or made strides towards each item, although the measurement tools portion has not been addressed for some time. Please see the items discussed in the 2002 work plan attached. Division of duties was delayed until January when new members join. Memorandum to the City Council Affordable Housing Board November 1, 2001 Meeting Minutes Page 2 Isabel Garity wrote a draft as requested at the last meeting. The memo asks City Council to give this group direction. Very minor changes were discussed and approved unanimously. Isabel will send it out shortly. December 11 City Council Study Session Ken discussed the format for the study session and the agenda items that City Council would review for the meeting. Sub -Committee Reports: None Ken provided the board with FYI materials including a press announcement in regard to the State Division of Housing's Rental Vacancy Survey, Affordable Housing Project Sheet, and Quarterly Status Report on Affordable Housing.
