Staff members present: Maurice Head, Joe Frank, Ken Waido, Heidi Phelps, and Stacy Kelley. Guests: Doug Swartz, Fort Collins Utilities; Felix Lee, Fort Collins Building and Zoning. Called to order with a quorum present at 4:00 p.m. R171'�F Minutes Isabel Garity moved to accept the November 1. minutes, Billie Rosen seconded, motion carried. Energy Code Review and Study Results 'Behind the Drywall' presentation by Doug Swartz and Felix Lee. • Energy code change in 12/95 • New builder's code in 1997 • The study detailed design, construction, performance, and air conditioning within the city, leading to more informed decision making. • Biggest issues include presence of insulation, effectiveness of insulation in place, and duct sealing (FC possibly the leakiest in the country) Because 25%-50% of houses have drafty fireplaces, cold basements in the winter, overheating/glare on windows, poor insulation/sealant, the Building Inspection Department is now looking into a building awareness phase. A summary of this report will be available for distribution after January 1, 2002. The Affordable Housing Board is interested in acquiring copies of this report. Affordable Housing Board December 6, 2001 Meeting Minutes Page 2 December 11th Council Study Session The Affordable Housing Board will present a report of the matrix in the meeting packet. Slight wording change for #2 and discussion but no change regarding length of dates in #8. Public Awareness Campaign A comprehensive approach to public relations in regard to affordable housing is being launched in the new year to expose people to the issues. It was developed using a variety of tools including a PowerPoint presentation, affordable housing videos, and 3 posters. Each poster will be displayed for 4 months. Heidi Phelps requested input on these tools and for assistance with distribution of posters in early January and giving or scheduling PowerPoint presentations. Also need more ideas for "10 small things for Affordable Housing." Progress reports from this project will be presented to the board monthly and the PowerPoint presentation and the video will be viewed by the board at the next meeting. Simpson Housing Deferred to a future meeting. Affordable Housing Resources Guide It was distributed very quickly and received a favorable response. The group intends to update the guide in 6-8 months. Affordable Housing Board Work Plan Assignment of the work program task will occur at a future meeting. Other Business 1. It was suggested that the Affordable Housing Board recommend keeping affordable housing units permanently affordable, not for 20 years. 2. July meeting is tenatively scheduled for 7/11/02. 3. Special Meeting scheduled for Monday. 4.
