Visitors: Jeff Kerber, Ed May, Caleb Morris and Dominic Olivas, CSU Students Staff. - Patty Bigner, Dennis Bode, DeEtta Carr, Laurie D'Audney, Kevin Gettig, Cliff Hoelscher and Brian Janonis Meetine Convened The meeting convened at 3:05 p.m. Approval of Minutes Board member Reagan Waskom recommended that the word "valid" on page 4, under the Engineering report of the February 24, 2005 minutes be replaced with the word "serious". Board member Gessler made a motion, seconded by Board member Sweetman to approve the minutes as amended. The motion passed. Board members Bartholow, Finley and Naddy abstained. Public Participation Four Colorado State University students came to observe the meeting for a Natural Resources History and Policy class. Water Board Meeting Minutes March 24, 2005 Page 2 Update on Northern Colorado Water Conservancy District — Gene Schleiger Gene Schleiger of the Northern Colorado Water Conservancy District reported that the total storage is still 46% of full and hasn't changed since last month. He updated the Board on the status of current bills in the state legislature. Committee Reports Water Supply Interim Chairman Jim Finley, reported the committee met jointly with the Engineering Committee on March 23`d regarding the chronic wasting disease issue. Board member Rami Naddy stated that the Engineering Committee met with City staff regarding setting up a meeting with the Division of Wildlife and CSU. He stated that the City has asked for a letter from the Latimer County Board of Health and Environment and Colorado Department of Public Health and Environment regarding this matter. Legislative, Finance, Liaison Issues Board member John Bartholow reported that the committee met on March 161h and discussed questions about the fluoride issue. Conservation and Public Education — Board member Debra Sweetman reported that they met today and discussed a plan to evaluate current conservation programs. Staff Reports Treated Water Production Summary & Water Supply Outlook - Water Resources and Planning Manager Dennis Bode stated that at the beginning of March the snow pack was about 75% of average. He commented that in the winter months the total city water use has been reduced by 15% from the winter water use in 2001-02. Halligan Reservoir Update — Special Projects Manager Cliff Hoelscher reported that on March 15t" staff held a pre -submittal meeting of which approximately 30 people attended. The "statement of qualifications" are due back on March 29. A maximum of five teams will be asked to submit proposals for the third party consultant. Proposals will be due in late April. Other Business • The Board discussed the possibility of having a Water Board retreat to discuss goals and overall responsibilities of the Board as well as have a discussion of how the Board could improve interaction with Council and staff. • Tri-City Meeting — Thursday, May 26 at the Country Club — 6-8 p.m. • Gene Schleiger of NCWCD invited the Board to attend a Spring Water Users meeting Wednesday, April 6, Holiday Inn in Fort Collins from 8am to noon. • October 26-27 at the Raintree Inn in Longmont is a meeting regarding water contaminants • Debra Sweetman's new e-mail address is: uweyvi7@yahoo.com Water Board Meeting Minutes March 24, 2005 Page 3 Adj_oumment Board member Bartholow made a motion, seconded by Board member Naddy to adjourn. The motion passed unanimously. The meeting adjourned at 4:45 p.m. Leslie Mooney, Water Board'Secretary
