Brown, Manager of Golf at 221-6350, and Patty Carroll, Administrative Aide at 416-2265 Call Meeting to Order: Board Chairperson David Johnson called the meeting to order at 7:30 p.m. at the City Park Nine Clubhouse. Agenda Review: There were no changes to the agenda as printed. Items of Note: ♦ Larry Buckendod called to say he would be late to the meeting. He arrived just as the meeting was being adjourned. ♦ Jerry mentioned that we were able to put an article about golf in the May Utility Billing insert, "City News," at no cost to us. ♦ Jerry said that all three courses were mentioned in the recent Bullhorn Newspaper Reader Survey. City Park Nine received the gold medal and SouthRidge received the silver medal. The Bullhorn staff voted Collindale as the best golf course. Approval of Minutes: On a motion by Mike Sanders, seconded by Mindy Markley, the Board unanimously (8:0) approved the Minutes of the April 21, 2004 Regular Meeting. Citizen Participation: No Citizen Participation at this time. Staff Proposed/Recommended 2005 Golf Fees and Charges As per the approved Golf Board 2004 Work Plan for the May meeting, you were previously provided the Staff Proposed/Recommended 2005 Golf Fees and Charges for your initial review and discussion. Last year Staff submitted these 2005 Proposed fee/rates as a part of the 200V2005 City Budget process to the City Manager for approval. The Board can recommend different feelmtes to the City Manager if you desire, and it will then be up to the City Manager to decide which fees and charges are adopted for 2005. Staff is proposing/recommending that all 9-Hole Green Fee rates (including the Twilight Rate) and 18-Hole "Senior" and 'Junior" Green Fee rates for 2005 be increased by $1.00 Golf Board Nfinutes May 19, 2004 Page 2 over existing 2004 rates, and that 18-Hole Regular Green Fee rates for 2005 be increased by $2.00 over existing 2004 rates. Also, 10-Play Punch Card rates will need to be increased proportionally to provide for the 15 percent discount In addition, Staff would like to increase the Tournament Reservation Fees by $1.00 per 9-Holes. No other increases or changes for 2005 are being proposed/recommended Since the mid-1990's we have generally alternated increasing Annual Pass Base Rates and Golf Cart Rental Fees in one year, and then increasing Green Fees the next year, by our "cost of doing business" in the Golf Fund (which is sometimes referred to as inflationary increases) which roughly averages 3.5 percent per year, or 7 percent over the two-year period We also generally "round -up" to the nearest whole dollar amounts where appropriate. For 2004 we restructured our Annual Passes eliminating passes in Prime Time, and we increased the Non -Prime Time Annual Pass Base Fee amounts over the 2003 rates; and we raised all 2004 Golf Cart Rental Fees by $1.00 each over 2003 rates. In addition, we established the discount for 10-Play Punch Cards at 15 percent of the Prime Time Green Fee rate. The projected plan was then to raise only Green Fee rates in 2005 by the 7 percent amount, and then increase 10-Play Punch Card rates proportionally to the 15 percent discount. All 9-Hole Green Fee rates (except "Junior" rates), including the Twilight rate, have not been increased since 2002 when the new Surcharge Fee rates were established, while existing 2004 18-Hole Green Fee rates (except "Junior" rates) have remained the same since 2003. The Tournament Reservation Fee has been $2/9-Holes per player since 1996 for Tee Time and Non -Prime Time events, and the Prime Time Shotgun Tournament Reservation fee has been $4/9-Holes per player since 20W. We think the time is now appropriate to increase both of these fees by $1/9-Holes per player, as follows: Existing Proposed Tournament Reservation Fee/Non Prime Time & Tee Time (PP) $2/9-Holes $3/9-Holes Tournament Reservation Feeftme Time Shotgun (PP) $4/9-Holes $5/9-Holes Jerry then asked if there were any questions. Claire Nelms wanted to know if the Proposed fees were written in stone and needed to be raised at this time. She questioned the amounts recommended due to the economy and public relations. Mike Sanders mentioned that he had received a call from former Golf Board Member .David Shands also questioning the need for increases due to the economy. Jerry said the golf courses need money too as we are 100% self-supporting, and last year we nearly depleted our reserves. Mindy Markley stated that the 3.5% yearly increase was reasonable. Lauren DeRosa mentioned that it was a mild March and the play was awesome. Claire said January and February were cold. Jerry stated that Fridays, Saturdays, and Sundays in May have been great. Mike Sanders made a motion to support the Staff recommendations on the 2005 Golf Fees and Charges. Grant Sherwood seconded the motion. The Motion carried unanimously (8:0). Mike Sanders also made a motion that the Public Comment/Input be at the July 21 Board Meeting. Mindy Markley seconded the motion. The motion passed unanimously (8:0). Other Business ♦ Jerry stated that the overall water situation was okay, however, the water at SouthRidge is not good quality. We are hoping we'll see some improvement in water quality or we may have to resort to treated water or chemical injections. ♦ Jerry mentioned "Fort Collins Fore Kids" to be held Tuesday, June 8. Dave McCleave, Golf Professional at City Park Nine is in charge of the event. Jerry said if anyone wanted to volunteer, to contact Dave. Golf Board Mmutes May 19, 2004 Page 4 Jerry noted that'Collmdale Golf Technician Tom Fry is retiring after working 18 years for us. We are recruiting internally for his replacement. Larry Buckendorf arrived at the meeting.
