HomeMy WebLinkAbout2005 - Planning And Zoning Board - Work PlanCurrent Planning City of Fort Collins and Environmen&ervices TO: Karla Smith Boards and Commissions Coordinator FROM: Mikal Torgerson, Chairman Planning and Zoning Board DATE: December 1, 2004 SUBJECT: Planning and Zoning Board Work Program- 2005 The Planning and Zoning Board saw a drop in the number of development applications and policy plans reviewed this past year. The drop can primarily be attributed to a shift toward more development applications being subject to Administrative (Type 1) Review, the provision for some modification of standards requests to be reviewed administratively, and the reduction in the number of policy plan amendments. These trends are anticipated to continue through 2005. In addition to evaluating development proposals, the Board will address important land use policy and process issues during 2005, including: Infill and Redevelopment — Direction received from City Council at a recent study session on infill and redevelopment, and public testimony about the City's residential off-street parking and architectural standards, have pointed to the need to fine-tune development regulations applied to redeveloping areas. The Board will play a key role in the formation and evaluation of new infill development standards and will be making a recommendation to City Council. • Northwest Subarea Plan— The northwest portion of the Growth Management Area remains the last major area facing development pressure that does not have an adopted subarea or neighborhood plan. Staff will be kicking off the project at the beginning of 2005 with an anticipated completion during the second quarter of 2006. Larimer County, CSU, Poudre School District Coordination- Planning and Zoning Board will continue to work toward improved coordination with Larimer County, CSU, and the school district, building on recent successes between the City and these public entities. 281 North College Avenue • P.O. More than a 35 changes have been implemented to date, but the Planning and Zoning Board will play a key role in seeing that the balance of the suggest changes are implemented. Development Review Fee Study,- The Board will participate in staffs efforts to change the development review fees in a manner that will provide an incentive for high quality development applications and help recover a higher percentage of staff time dedicated to the review process. This past year, the Council liaison has attended joint meetings with Planning and Zoning Board to review issues of concern and suggestions for improved coordination.
