Consideration of the current agenda III. Approval of minutes from the meeting of September 15, 2004. Mr. Tollison moved to approve the minutes. Mr. Needham seconded the motion. Approved unanimously. IV. Citizen Participation V. 2005 Pedestrian Accessibility Project Ms. Martin presented the project as collaboration with the Engineering Department; so far there have been two years of granite pavers fabricated. It was suggested from Project Team member Erika Keeton: that the pavers have bevel edges. Winning artists are paid $50 per design. Ms. Dale suggested increasing the number of selected designs up to fifteen. The board showed strong support for this program. Mr. Needham motioned that designs be accepted from each category with three new age groups; 3-8, 9-12, and 13-18. Motion seconded by Mr. Howe. Approved unanimously. VI. Memorial Policy Ms. Martin discussed goals for the memorial policy/catalogue. Ms. Martin shared the memorial procedure list, guidelines and evaluation forms previously reviewed by the Board; but not yet formally approved. The city currently has two memorial programs with other programs; a bench program (Parks Dept. has several styles to choose from within a price range; offers installation and maintenance service) and the Living Tribute Program, which includes care for trees by Forestry Dept.; $140 per tree, which does not include a plaque. The APP Board reviews all donations of art to the city, and would review memorial donations (other than the tree and bench programs) as well. The policy offers good guidance for potential donors. They are encouraged to use the catalogue as a reference in considering a memorial gift to the city. The catalogue provides framework and criteria for having community needs addressed in advance. Memorials to individuals (works not selected from the catalogue) must be of exceptional significance to receive consideration. It was suggested that civic groups and service clubs should be considered for extraordinary contributions to the city. Mr. Needham motioned to approve the process for those who choose to donate something above and beyond the scope of the memorial catalogue, and combine separate selection criteria into one document.
