CALL TO ORDER Vice Chairperson Mike Sollenberger called the regular meeting of the Fort Collins Housing Authority to order at 7:40 a.m. II. CITIZEN INPUT There was no citizen input. III. APPROVAL OF MINUTES The Board reviewed the minutes from the January 22, 2004 regular meeting of the Fort Collins Housing Authority. Commissioner Tharp made a motion, seconded by Commissioner Honn to approve the minutes of the January 22, 2004 meeting. This motion was passed unanimously. IV. OLD BUSINESS Fort Collins Housing Corporation Properties Ownership: The Board continued to discuss the ownership status of the Fort Collins Housing Corporation properties. Ms. Brewen is working with bond attorney Mr.Loring Harkness and our general counsel Mr. Martel. V. NEW BUSINESS Fiscal Year 2003 Public Housing Assessment System Submission: Ms. Brewen presented the Board with Resolution 04-03, Fiscal Year 2003 Public Housing Assessment System Management Operations Certification. Commissioner Tharp made a motion, seconded by Commissioner Honn to approving the submission of the 2003 Public Housing Assessment System Management Operations certification to the U.S. Department of Housing and Urban Development. The motion was passed unanimously. Fiscal Year 2003 Section 8 Management Assessment Program: Ms. Brewen presented theBpard with Resolution 04-04, Fiscal Year 2003 Section 8 Management Assessment Program. Commissioner Honn made a motion, seconded by Commissioner Brady approving the submission of the Fiscal Year 2003 Section 8 Management Assessment Program certification to the U.S. Department of Housing and Urban Development. 2003 Year in Review and 5-Year Work -plan: Ms. Brewen presented the Board with the 2003-Year in Review. Real Estate Forecast Summary — Commissioner Daily: Commissioner Daily gave a presentation on Northern Colorado Real Estate Forecast. Tenant Based Rental Assistance: Ms. Brewen informed the Board that the Colorado Division of Housing (DOH) is working on the possibility of a tenant based rental assistance program. This pilot program will be for the Denver Metro area, Colorado Springs, and Fort Collins/Loveland area. These areas will be targeted because of double digit vacancy rates, fmancially challenged low-income affordable housing projects, and demands exceeding capacity in homeless shelters. We anticipate 75 vouchers for this area for a two-year period and we will coordinate with Loveland. DOH wants each area to contribute funds. FHCA will look at ways to match and Commissioner Tharp will take the request to City Council. Marketing/Logo/Branding Committee Ideas Staff is working on a marketing and branding exercise for FCHA and FCHC. Staff would also like to change Sleepy Willow's name due the historic reputation of the complex. Commissioner Daily and Commissioner Davis suggested that staff to proceed with exercises for recommending marketing, branding and possible name changes. Commissioner Sollenberger would like an estimate of the cost of signing and other items that would require change. VI. 2003 FOURTH QUARTER FINANCIAL STATEMENTS Tabled due to lack of time. VII. LEGISLATIVE ISSUES The Board discussed the following legislative issues: HUD's 2005 budget and Flexible Voucher Program proposal and the City of Fort Collins Rental Licensing. Commissioner Tharp stated City Council is waiting for the task force recommendations. A representative from the Home Builders Association was unable to attend and will be invited to attend the next meeting to discuss the financial impact of the City's proposed adoption of the International Building Code. VIII. ADJOURNMENT Vice Chairperson Sollenberger adjourned the regular meeting of the Fort Collins Housing Authority Board at 9:05 a.m. The next meeting will be held on March 25, 2004. 25t° day of March 2004.
