HomeMy WebLinkAbout2004 - Natural Resources Advisory Board - Annual Report2004 ANNUAL REPORT CITY OF FORT COLLINS NATURAL RESOURCES ADVISORY BOARD DATE: January 6, 2005 TO: Mayor and Council Members FROM: Nate Donovan on Behalf of the Natural Resources Advisory Board The Natural Resources Advisory Board (NRAB) is pleased to present its 2004 Annual Report to City Council. During 2004, the NRAB has worked diligently to fulfill its responsibilities as advisors to City Council on a broad range of environmental issues. The majority of our work this year has addressed issues on Council's Policy Agenda or has been in response to issues brought to us by City staff. In some instances, citizens or Board members have brought issues to the attention of the NRAB. During 2004, the NRAB submitted 11 memoranda to Council conveying its recommendations for Council action or support for the following issues: 1. Carpenter Road/County Road 32 CDOT exchange (Three memos) 2. Spring Canyon Community Park Design (Two memos) 3. NRAB Role in the Development Review Process 4. NRAB Work Plan for 2005 5. Soapstone Ranch Acquisition 6. Council Periodic Review of NRAB Questionnaire 7. Raptor Buffer Standards 8. Stormwater Master Plan Other actions taken and issues discussed by the NRAB in 2004 include the following topics: International Residential Code and Energy Code CDOT Rest Area relocation to Prospect Rd./I-25 CDOT Bridge at Poudre River and I-25 Paradigm Easement at Resource Recovery Farm GOCO-required easement in Running Deer Natural Area Financial Report for Natural Resources Department Air Quality Policy Plan Certificates of Participation for Open Lands Acquisitions NRAB Bylaws and Jurisdiction Kingfisher Point Natural Area Restoration Project Northern Integrated Water Supply Project (NISP) Natural Areas Ranger Program Land Acquisitions and Conservation Easements East Prospect Road Project NRAB Annual Report for 2004 Pagel of 3 2004 NRAB ANNUAL REPORT Larimer County Recycling Center and Rivendell Drop -Off Center Halligan Reservoir Project Land Use Code Changes Mason Street Corridor Trail Land Conservation and Stewardship Master Plan GOCO Grant Application for Foothills to Plains Project Community Separators Update Budget Exceptions Process Natural Resources Department General Fund Budget Devils Backbone/Indian Creek Open Space Management Plan Bobcat Ridge Management Plan Natural Areas General Management Guidelines Riverbend Ponds Flood Mitigation Coterie Area Management Multi -Family and Commercial Recycling Enclosures Poudre River Contamination Removal near Gustav Swanson Natural Area Conservation Agreement and easement on Meadow Springs Ranch Fossil Creek Natural Areas Management Plan, including power line easement Sauer Farm Lease Trails in and near Natural Areas Redeemer Lutheran Church Easement Renewable Energy in City Policy in light of Amendment 37 passage West Nile Virus New Home Stakeholders Report Bee Weber Conservation Easement Red Mountain Ranch Conservation Easement Sustainability Inventory Pay -As -You -Throw Sustainability Management System (SMS) Implementation During 2004, the NRAB convened 12 regular meetings, 7 special meetings, and 2 work sessions. Board members also devoted many hours to addressing issues and formulating recommendations as part of seven subcommittees. The NRAB's standing committees include: natural areas, trails, solid waste, education, budget, growth management, and futures committees. In addition, NRAB members served as representatives on various City-wide task forces and committees, including the following: • West Nile Virus Task Force; • Buffer Standards working group. NRAB Annual Report for 2004 Page 2 of 3 2004 NRAB ANNUAL REPORT In January 2004, Nate Donovan and Linda Knowlton were elected Chair and Vice -Chair of the NRAB respectively, and served in these capacities throughout the year. In 2004, Arvind Panj abi moved outside of the City's Growth Management Area and was ineligible to continue serving on the Board, thus he resigned. Glen Colton, Gerald Hart, Joann Thomas, and Rob Petterson joined the Board. The NRAB looks forward to serving the citizens and City Council in the year 2005.
