HomeMy WebLinkAboutHuman Relations Commission - Minutes - 11/04/2004Human Relations Commission Meeting Minutes November 04, 2004 HRC Members Present: Mary Gomez, Jack Coleman, Caroline Tu Farley, Maryanne Ingratta, Elaine Boni and Parker Preble HRC Members Absent: Rita Klepac, Joann Ginal Staff Members Present: Kelly DiMartino I. Call to Order Meeting was called to order at 5:30 p.m. II. No Public Input IIl. Agenda review and approval Elaine moved to update the agenda to reflect the new HRC committee names. Caroline seconded. The motion carried. IV. Draft Human Rights Protection Ordinance Assistant City Attorney Greg Tempel presented a draft Human Rights Protection Ordinance. Police Chief Dennis Harrison was in attendance to respond to questions from HRC members. Mr. Tempel reported that the ordinance would create Article 3 to Chapter 13 of City Code. Mr. Tempel reviewed the key elements of the draft ordinance with HRC members and discussed how it was created. Jack made a motion to strike Section 9 - "A city employee may send to the United States Immigration and Customs Enforcement information regarding the citizenship or immigration status, lawful or unlawful, of any individual." Elaine seconded. Motion failed with one is support, one abstaining, and four opposed. Parker made a motion amend Section 5 in the following ways: change the phrase "reasonably relevant' to "essential;" remove the phrase "witnesses and victims;" and take take out the word "civil." Maryanne seconded. Motion carried. V. Approval of Minutes Parker moved to modify section VII — d to reflect that Maryanne had offered the friendly amendment instead of Caroline. Elaine seconded the motion. Motion carried. VI. Subcommittee Reports a. Educational Caroline submitted revised information for her work plan. She reported meeting with William King and working with Hate Crime Response Team. The HRC supported Caroline's proposal to work with these groups to put together a "Not in Our Town" forum and Speaker's Bureau and directed Caroline and Jack to move forward. b. Government Relations Elaine reported that she had gone to the Citizen Review Board and presented findings from the Police Sub -committee. She will continue to attend meetings. C. Media Jack reported that he had submitted articles to The Coloradoan from Caroline and himself focused on general overview of HRC. HRC members discussed the appropriate process for submitting articles. Maryanne moved that no further articles get sent to Coloradoan until after December meeting. Motion died for lack of second. Jack motioned that articles must be written and e-mailed before next meeting to meet the December deadline. Caroline seconded. Motion carried. Maryanne moved that the Media Committee present guidelines with deadlines for how articles will be submitted and no articles will be submitted to The Coloradoan without majority approval by HRC. Elaine seconded. Motion carried. d. Executive Delegation No report. VII. Liaison Reports a. Community Based i. Northern Colorado Multicultural Corp. Parker reported that he will set a meeting with NCMC chair. ii. Face to Face Elaine attended the last meeting and reported they are looking to develop more collaborative efforts. She also reported that the Human Rights Office is sponsoring a Diversity Book Series which will be a brown bag lunch hour January through May, 2005. Elaine will attend the Poudre Valley Hospital "Ethics of Diversity" seminar at the Lincoln Center on November 16. Jack motioned that Elaine be reimbursed. Maryanne seconded. Motion failed. Hate Crimes Update was provided earlier in the meeting. b. Business Parker reported that business group is not meeting until December. He noted that the City's Economic Vitality and Sustainability Action Group had identified "growing intolerance of different cultures, sex, race, creed, religion and politics" as a community threat. Education No report. d. Faith based No report. VIII. Work Plan Caroline submitted revised bullets. HRC agreed to submit plan with those modifications. IX. Budget Report HRC asked Kelly to verify that money is budgeted for the 2005 Awards Breakfast. X. Committee Reports a. The following committee members were selected: - Education: Caroline, Jack - Media: Jack, Parker - Executive: Mary, Parker - Government: Elaine, Maryanne, Joann b. Meeting reflections Parker provided observations about collaboration and working relationships of HRC members. XI. New Business Front Range Community College invited the HRC to participate in "Human Rights and Education Fair" on November 8 and 9. HRC declined to participate this year but will consider for future years. XII. Announcements Reminder was provided regarding the Boards and Commission reception on November 10. Mary announced that she will be submitting her resignation, effective following the December meeting. XIII. Adjournment Parker moved to adjourn.
