Advance Planning Staff Present: Ken Waido, Maurice Head Council Members Present: Marty Tharp Kay Rios called the meeting to order with a quorum present at 4:10 p.m. No members of the public were present and there was no open public discussion. New Business Minutes The October 2, 2003, minutes were unanimously accepted as presented on a motion by Jon Fairchild seconded by Denise Rogers. City Plan Update Kay Rios reported on the final meeting of the Citizens Advisory Committee on Oct. 22, 2003. One of the new issues brought forward at the meeting is that a comprehensive review of City Plan cannot take place any sooner than five years from the adoption of the update, and changes to the Growth Management Area boundaries can only take place as part of a comprehensive review of the plan. Kay expressed concern that this removed the flexibility that could be needed to provide affordable housing for the City's workers in the future. Ken Waido confirmed that City Plan still contains "triggers" -- criteria that can initiate a review sooner than five years -- and a comprehensive review of City Plan does not necessarily require a review of the GMA boundary, just as this comprehensive review left about 75 percent of the existing Plan unchanged. Kay did not present the land availability map to the CAC, but would like to forward it to City Council as part of the Affordable Housing Board's advice on the Plan. No final recommendation was made to Council on the overall updated City Plan document by the CAC. Ken Waido explained that the City Plan draft dated Oct. 15 has not been changed or rewritten. Staff is compiling all input from boards and Fort Collins Affordable Housing Board November 6, 2003 Minutes Page 2 of 3 commissions into two lists to be submitted to Council with the Oct. 15 draft, with no staff analysis or commentary. One list will contain minor and/or non- controversial items; the other will consist of major policy items or those items on which various boards disagree sharply that require further discussion before adoption, specifically the GMA and infill and redevelopment issues and how they are related. Ken did not have a firm date for adoption of the Plan by Council, but requested final input from the Affordable Housing Board before Thanksgiving, to give staff enough time to incorporate it into the lists. The Policy Subcommittee will draft final recommendations to City Council on the City Plan Update and distribute the draft to the Board via e-mail prior to Nov. 20. The Board will discuss the draft at a special meeting on Nov. 20; final recommendations will be forwarded to Ken Waldo in time for inclusion in the packet of information for consideration by City Council. Priority Affordable Housing Needs and Strategies Th Board discussed the first 25 pages of this report, which updates 1999 data. Maurice Head outlined a schedule that will allow the Board to provide final recommendations to City Council in time for its study session on March 9, 2004. The Affordable Housing Board will meet at 5 p.m. on Nov. 20 to continue the discussion of the first part of the updated Priority Affordable Housing Needs and Strategies Report. Board members are also encouraged to send comments, questions and small editorial changes to Maurice Head via e-mail prior to the meeting. Ken Waldo will forward a copy of the report to Councilmember Marty Tharp. Quality Improvement Plans Ken Waido reported that five of the 54 recommendations for improving the City's Development Review Process have been implemented, two are in the process of being completed and more are scheduled to come online in January 2004. All have been rolled over into the Current Planning Department's Work Plan for the coming year, and the Current Planning Director charged with their implementation. One of the most successful changes so far has been inclusion of applicants in weekly staff meetings with all operating departments. This saves time by giving developers direct feedback and the chance to clarify concerns immediately, rather than through lengthy correspondence, and lets departments resolve concerns before they become issues. Fort Collins Affordable Housing Board November 6, 2003 Minutes Page 3 of 3 Ken noted that the work of the Affordable Housing Board provided that basis for many of the recommendations for improvement by identifying key areas in which time-consuming and expensive bureaucracy could be eliminated. Radon Ordinance Ken Waido reported that the proposed Radon Mitigation in Residential Construction Ordinance is now scheduled for City Council consideration in conjunction with the adoption of the International Residential Code. He explained that while staff is still recommending that the Code require the passive mitigation system, Council had directed staff to present an option for the more expensive active option for their consideration as well. Felix lee, the City's Chief Building Official, will attend the Dec. 4, 2003, Affordable Housing Board meeting to answer questions and gather input on the proposed changes. AHB will then make its recommendations to City Council prior to its Feb. 10, 2004, study session. Old Business AHB Work Plan Discussion of this item was postponed until November. However, Kay Rios suggested the Board try to incorporate the recommendations of the Zucker report on the Development Review process into its Work Plan. Jon Fairchild pointed out that the impetus provided by the affordable housing focus group seems to be reflected in the report. The possible effects of these recommendations on housing affordability will also be discussed at the November meeting. Update/Reports on Subcommittee Efforts None. Liaison Reports Kay Rios reported that the Dial -A -Ride Advisory Committee discussed proposed fee hikes and making riders under 18 pay bus fare.
