College Avenue, Empire (New Armstrong) Hotel - Complimentary reviews of major projects proposed for downtown, including: the Cortina Project at Canyon and Howes, and the Pine Street Lofts at Jefferson and Pine B. Designations: The LPC recommended fourteen (14) properties for Local Landmark Designation: 1. 716 W. Oak Street: The William and Clara Blair House and Garage 2. 717 W. Olive Street: The William and Eva Stroud House and Garage 3. 1007 W. Mountain Avenue: The J.W. Spencer House and Garage 4. 1009 W. Mountain Avenue: The Richard and Orla Mae Wiggins House and Garage 5. 505 Smith Street: The Montgomery House and Garage 6. 120 N. Whitcomb Street: The Ruth A. Jones House 7. 817 Peterson Street: The Temple House 8. 612 S. College Avenue: The Darrah House 9. 407 N. Wood Street: The Gamble House 10. 810 W. Mountain Avenue: The John and Edna Squires House 11. 704 W. Mountain Avenue: The Giddings House 12. 2306 West Mulberry Street: The Empire Grange Hall 13. 415 East Elizabeth Street: The E. Preservation Week, 2003: The LPC sponsored the following programs highlighting "May as Colorado Preservation Month": - Preservation Week Proclamation - "Friend of Preservation Award" — Four recipients - A Preservation Mixer Party at the Fort Collins Museum D. Grants: - Completed. A Certified Local Government (CLG) grant for LPC and staff training at Colorado Preservation Inc.'s "Saving Places Conference", for February, 2002 and 2003. (Grant total project with no match, $2,970.) Completed. A 1998 State Historical Fund Grant for the historic First Baptist Church, 328 Remington. (Cash match $161,843, grant amount $158,362, total project $320,205.) - Completed. A State Historical Fund grant of $7,083 with cash match $2,361 for a total project of $9,444, to re -roof and add gutters to the Nix Farm East Farmhouse at 1745 Hoffman Mill Road. Completed. A $10,000 State Historical Fund grant with a $1,000 cash match (total project $11,000) do a Historic Structure Assessment of the Nix Farm East Farmhouse, Barn, and Loafing Shed. Work In Progress. A federal grant for the TEA-21 Transportation Enhancement Fund in FY2002-03 in the amount of $90,400 with a city cash match of $22,000 (total project: $112,400) for interior rehabilitation of the Street Railway Car Barn at 330 N. Howes. A Determination of Eligibility Report was prepared, a contractor was selected in an R.F.P. process, and State Historical Fund approval of the work has been accomplished. n - Nearing Completion. A State Historic Fund grant of $28,500 (cash match $9,500 for a total project budget of $38,000) for the historic survey and contexts of the Buckingham, Alta Vista, and Andersonville neighborhoods. Work in Progress. A $23,000 CLG grant was awarded by the Colorado Historical Society for a joint Poudre School District -City survey of school district properties and preparation of a historic schools context. E. Other Business: The LPC gave input on the historic preservation aspects regarding: - The Downtown Strategic Plan - The City Plan Update - City Council Policy Agenda - Flood Plain Regulations - Sugar Beet Factory Neighborhoods Survey - 2004 Work Program - Young's Creek Development - Support Letters for SHE grant applications regarding: ■ Rehabilitation of the New Armstrong Hotel ■ 328 Remington Street, the Historic First Baptist Church. ■ Acquisition and Development of the Plummer School, 2524 E. Vine (denied) - In addition, the Historic Preservation program and the LPC were evaluated in a quadrennial review as a Certified Local Government. Public hearing and office filing procedures were approved as exemplary. F. Ongoing Programs: Ongoing programs in 2003 included: Demolition/Alteration Review — Staff processed 304 demolition/alteration requests from January 1, 2003 through December 31, 2003. Landmark Rehabilitation Loan Program - The Landmark Rehabilitation Grant Program provided local preservation assistance via zero interest loans to 8 properties, totaling $20,000 in awarded funds. Seven residential properties and one mixed use property were awarded funds. Total matching funds were $171, 240, and the ratio of private to public dollars was 9:1. Colorado Historic Preservation Income Tax Credit — The LPC did not elect to take on the design review responsibility for this program in 2003. Staff did edit and review applications before they were sent to the Colorado Historical Society, to ensure that the procedure would run more smoothly at the state level. Design Assistance Program (DAP) — Provides city funding for design assistance for changes to local landmarks. AWNING SIGNAGE COLOR MINOR MAJOR TOTALDAP DESIGN SELECTION REHAB REHAB REQUESTS 0 2 0 2 3 7 Public Workshops - Neighborhood Public Meetings held in September and October 2003 to discuss historic survey of Buckingham, Alta Vista, and Andersonville, and related historic contexts. LPC Training - Agnes Dix, Bud Frick, and Dr. Janet Ore - LPC members, and staff Carol Tunner attended Colorado Preservation Inc.'s "Saving Places 2003: Preserving Western Heritage" in Denver, CO., February 6- 8, 2003. Tunner and Frick were participants in a "Mock Commission Meeting" session, February 7, 2003. Tunner attended the CSU Architectural Preservation Institute's pre -conference Preservation Technology Workshops, from February 5-6, 2003. LPC member Dr. Janet Ore was a presenter on "Vernacular Houses" at the conference. - Training Discussion on "Appropriate Types and Location for Roof Windows" by staff (Tunner) for LPC members (Frick, Hogstead, Dix, Watrous, and Ore), April 9, 2003 - Training Presentation by Bob Smith, Stormwater Planning Manager, on Flood Plain Regulations for LPC members (Frick, Hogstead, Stansfield, Watrous, Dix, Aguilera, and Ore) and staff (Tunner and McWilliams), May 14, 2003. - Myme Watrous, LPC member, and Carol Tunner, staff, attended the Third Annual Adams/Larimer/Morgan/Weld Historic Preservation Commission Forum, in Fort Lupton, CO, June 28, 2003. - Training Discussion: The Secretary's Standards and Additions to Historic Properties, August 27, 2003, presented by staff (Tunner). Training: Awnings on Historic Buildings, October 8, 2003, presented by staff (Tunner.) Changes to Historic Preservation Ordinance and/or By -Laws - None
