HomeMy WebLinkAbout2003 - Community Development Block Grant Commission - Annual ReportCDBG COMMISSION ANNUAL REPORT: 2003 The Community Development Block Grant (CDBG) Commission held ten regular meetings, two public hearings, and two work sessions with City Council during FY 2002- 2003. The public hearings were held to solicit comments on the community development and affordable housing needs of the city. These comments were used to guide decisions concerning the allocation of CDBG, HOME and the City's Affordable Housing Fund (AHF) monies during the next program year. The regular meetings were held to review the Spring and Fall Competitive Process applications for community development and affordable housing proposals, and to monitor progress of the CDBG and HOME Programs, as well as the use of AHF dollars. The Commission provided recommendations to City Council members concerning the expenditure of the City's FY 2003-2004 CDBG grant allocation of $1.243 million, the FY 2003-2004 HOME funding allocation of $726,510, as well as the City's AHF monies. Program Income and miscellaneous carryover revenue are included in the funding amounts listed below. Spring Cycle Funding Totals CDBG: $ 6633605 HOME: $ 4423477 AHF: $ 4005000 Fall Cycle Funding Totals CDBG: $ 862,081 HOME: $ 802,581 AHF: $ 1,087,924 Not all proposals submitted for each cycle were funded, and amounts of submitted requests greatly exceeded available funding in both cycles. Included in the projects and programs funded were: ♦ City of Fort Collins, CDBG Administration ♦ City of Fort Collins HOME Administration ♦ City of Fort Collins, Home Buyer Assistance ♦ Catholic Charities Northern, Senior Services Program ♦ Catholic Charities Northern, Shelter and Supportive Services ♦ Child Care Collaborative Project, Sliding Scale Tuition Assistance ♦ Disabled Resource Services, Access to Independence Program ♦ Elderhaus, Adult Day Programs ♦ Education & Life Training Center, Education & Job Skills Training ♦ Fort Collins Housing Authority, Existing Structure Deck Replacement (Rehab) ♦ Neighbor to Neighbor, Housing Counseling ♦ Neighbor to Neighbor, Public Facility Land Acquisition & Development ♦ Northern Colorado AIDS Project, Existing Structure Acquisition CDBG Commission Annual Report: 2003 Page 2 ♦ Northern Colorado AIDS Project, Homelessness Prevention Program ♦ Project Self -Sufficiency, Case Management ♦ Respite Care — Playground Equipment Acquisition ♦ Women's Center, Health and Dental Care Programs ♦ Habitat For Humanity, Multi -Family Project - Land Acquisition & Development ♦ Habitat for Humanity, Land Acquisition ♦ Fort Collins Housing Corporation, Rehabilitation ♦ Neighbor to Neighbor, Existing Structure Acquisition & Rehabilitation ♦ City of Fort Collins, Land Bank Acquisition In addition, the Commission brought forward a proposal regarding the addition of a 5% fee for CDBG/HOME/AHF loans (usually zero -interest, due on sale) which are awarded for non-public service programs and projects. The measure was meant to increase program income, and to help impacted entities and families have a participatory role in helping increase benefits to others who are helped in the future. The policy change was approved by City Council in November, 2003.
