HomeMy WebLinkAbout2003 - Air Quality Advisory Board - Annual ReportCITY OF FORT COLLINS AIR QUALITY ADVISORY BOARD Memorandum to City Council DATE: January 14, 2004 TO: Mayor Martinez and City Council Members FROM: Linda Stanley, Air Quality Advisory Board Chair, and the Air Quality Advisory Board SUBJECT: Annual Report for 2003 The following represents a summary of board actions and discussions for the year 2003. The Board sent the following recommendations to Council. ■ pass the proposed Electric Energy Supply Policy, but increase the percentage of renewable energy to 15%, develop intermediate milestones, and develop a policy to ensure compliance with the energy code. ■ require active radon mitigation in new residential construction. • accept Characteristics TRl, TR2, TR4, TR5, TR6 and TR7, RE2, and DRP5b, leaving out TR3 in City Plan. • direct staff to conduct a full analysis of passive and active radon mitigation • approve the proposed ordinances revising the functions of the Air Quality Advisory Board and Natural Resources Advisory Board as presented memo dated April 29, 2003 from City Attorney, Steve Roy. ■ vote no on the I-25 Subarea Plan. • secure funding of the Mason Street Corridor in a timely fashion. • adopt transportation strategies for Downtown Fort Collins that will reduce the need for parking while at the same time increasing the attractiveness and viability of the downtown area. ■ adopt 1.5% annual increases in electric rates, with the requirement that the money be used only on effective energy conservation and renewable energy programs. • approve the Transportation Master Plan with some serious concerns about the lack of funding for alternative modes of transportation and thus the continued emphasis on the auto. ■ adopt the proposed amendments to the following sections of the international residential code: interior moisture control and ventilation, energy conservation, and radon (active mitigation). The Board took an active role in developing the Air Quality Plan, with several discussions of the Plan throughout the year. In addition, a subcommittee was formed to meet with staff several times to give detailed input to the Plan. The Board also received information/updates and discussed the following programs and issues: ■ Transportation Demand Management — Youth Program ■ Climate Wise Program • Mason Street Corridor Plan ■ Inspection and Maintenance Feasibility Study • Executive session protocol ■ Sustainability Indicators Report CSU Foothills Campus Master Plan ■ Air Quality Communication Marketing Plan Alternative fuels in Transfort buses and other City vehicles ■ Ozone Levels in Fort Collins and Colorado ■ 2003 regulatory drivers at the state and federal level concerning air quality ■ Smoking ordinance enforcement efforts The following actions were also taken by the board in 2003: ■ The Board recommended 8 issues for inclusion in the City Council Policy Agenda. • A board retreat was held in February to discuss the Air Quality Plan, how to better communicate with council, and other items of interest to members. ■ The board "appointed" liaisons to the Transportation Advisory Board and the Natural Resources Advisory Board. • A joint ad hoc task force with NRAB was convened to study and make recommendations to the respective boards on policy concerning response to West Nile virus increases in Fort Collins. ■ A joint meeting with NRAB was held to discuss possibility of merging the boards. Both boards were unanimously against the idea. ■ The board adopted as one of its goals we review studies that impact air quality and health.
