Call to order 3:35 p.m. — Ms. Hixon-Cunningham II. Consideration of the agenda III. Approval of minutes from the meeting of July 16, 2003 Ms. Dale moved to approve the minutes. Mr. Howe seconded. Approved unanimously. IV. Citizen Participation — none V. Harmony Park Design Presentation Craig Foreman, from the Park Planning Department, represented the project team for this presentation to the board. The artist, Jim Lynxwiler, worked with students from Preston Junior High and Traut Elementary School on the design and creation of art for this site. Tile mosaics have been created and will be installed in the sidewalks. A 30 foot long wall entryway piece with tile and the name of the park was proposed to the board. It will include the students handmade tiles and porcelain tiles donated by Daltile. Mr. Forman expressed the department's support of the APP program and dedication to the project. Mr. Howe motioned to move ahead with the phase and accept the initial design as shown. Ms. Gram seconded. Unanimous. VI. Utility Projects Ellen Martin updated the board on the status two RFP's out currently utilizing Utility funds. An additional project at Sheldon Lake will be released soon. The artist will work with the team on all of these projects to develop the concept for the site. Patty Bigner from the Utility Department met with the board and discussed the goals of the utility department. Staff from APP and Utilities have been meeting to discuss how to reach these goals. Utility Projects are unique in that they have to benefit the rate payer. The City Hall Water Feature Project is an educational piece demonstrating the water cycle, but has been put on hold due to drought conditions. Proposed projects brainstormed by the team include art at Electric Disbribution Systems, additions to the Water Cycle Wall Project, and artistic benches with conservation themes. The utility department is interested in utilizing the program to beautify and educate the community. Mr. Howe suggested the Sheldon Lake area as a possible site for benches. 08-20-03. doe Ms. Gram motioned to begin the process for these three projects; art at substations, WaterCycle Wall additions, and artistic benches, using the design consultant list or open competitions.
