Call to order 3:35 p.m. — Ms. Hixon-Cunningham II. Consideration of the agenda Ms. Martin added the Mason Street Project to the agenda. III. Approval of minutes from the meeting of January 21, 2004 Mr. Tollison moved to approve the minutes. Mr. Needham seconded. Approved unanimously. IV. Citizen Participation V. Downtown Alley Project Ms Martin presented this new project to the board. The project centers on the area SE of the Civic Center Parking Structure. The south exit leads through an alley to Mountain Avenue. The goal of the City of Fort Collins, DDA and DBA, is to improve the exit, making it clean, safe and visually appealing. This project would be a collaboration with the Art in Public Places program and would be funded for in part by APP utility money. In order to use utility funds at a non -utility site, the art needs to meet a utility purpose and benefit the ratepayer. Ms. Martin recommended the board add an artist to the project team. The approximate budget is $25,000. Ms. Carr motioned for the board to move forward on the project using one of the two processes, RFP or DCRL, based on the criteria of the project. Mr. Howe seconded. Approved unanimously. VI. Case Park Update Ms. Martin updated the board on the status of this project. Park planning has added a second phase of this project, which will bring additional funds to the original small budget. The new budget is approximately $8,000. Arust Jim Lynxwiler was the artist currently working on this project. He has worked with one of the Fort Collins High School art teachers, parents and students to create handmade ceramic tiles. Ms. Martin recommended that the board continue Mr. Lynxwiler's involvement with the project. Mr. Howe motioned to take the additional money for Case Park and to continue with Jim Lynxwiler and his original concept. Ms. Carr seconded Approved unanimously. VII. Mason Street Ms. Martin updated the board on the recent changes to the Mason Street Corridor project. Andy Dufford of Artscapes LLC was selected from the pre -approved design consultant resource list in 1999 to create a master plan for the corridor. He was paid an hourly fee to be a part of the design team. Mr. Dufford and Artscapes were then hired to continue with the project and implement the artwork at the rest areas. The artist/Artscapes will not be able to continue with this project. The budget for this project is now up to approximately $44,000 for artwork. Ms. Martin recommended that the board allow the team to go back to the pre -approved design consultant resource list so that another artist can start working with the team as soon as possible. Ms. Carr moved that the board move forward and have the team select the artist. Mr. Howe seconded. Approved unanimously. VIIL Board Elections Mr. Howe notrnated Roger Sherman for board chair. Ms. Carr seconded. Approved Unanimously. Mr. Howe nominated Ray Tollison for board vice -chair. Ms. Hixon-Cunningham seconded. Approved unanimously. IX. Staff Reports Staff distributed a written report of staff activities since the last board meeting. X. Other Business XI.
