Brown, Manager of Golf at 221-6350, and Patty Carroll, Administrative Aide at 416-2265 Call Meeting to Order: Board Vice -Chairperson Mindy Markley called the meeting to order at 7:00 p.m. David Johnson and Claire Nelms called to say they were unable to attend the meeting, and Grant Sherwood said he would be late. Agenda Review: There were no changes to the agenda as printed. Items of Note: ♦ New Board Member David Thilmany, who replaced Manny Jimenez, was introduced to the Board by Jerry. Mindy Markley welcomed him on behalf of the Board. ♦ Jerry noted that Brauns Bar and Grill is now owned solely by Scott Manning. ♦ Jerry stated that Administrative Aide Stacy Kelley has left City employment, and that former (Retired) Administrative Aide Patty Carroll has agreed to return to work until a permanent replacement can be found. Approval of Minutes: On a motion by Mike Sanders, seconded by Lauren DeRosa, the Board unanimously (6:0) approved the Minutes of the March 17, 2004 Regular Meeting. Citizen Participation: No Citizen Participation at this time Recommendation Reauested: Citv Park Nine Land Sale Jerry stated there were no significant changes to the previous agreement. Staff has now finalized the sale of 3,407 square feet of excess property at City Park Nine Golf Course adjacent to the #7 tee boxes, to neighbor Tom Lloyd for $14,200 as the Board originally approved at the May 21, 2003 Board Meeting. Mike Sanders noted that the Board had agreed to the sale a year ago and said it should go ahead as long as there were no big changes. There was no discussion. Mike Sanders then made a motion to recommend that the sale proceed. Larry Buckendorf seconded the motion which passed unanimously (6:0). Grant Sherwood arrived at 7:06 p.m. Discussion: Continued Review on Various Golf Fee/Usage Issues At the Board Meeting of August 20, 2003, you held a discussion and made several recommendations on Various Golf Fee/Issues. These issues included Prime/Non-Prime Times, 10-Play Punch Card Usage, Private Golf Carts, Potential Reservation Fees, League Play, and Poudre School District Usage. Several changes were implemented and several others were either postponed or not changed. At that time you voted unanimously (6:0) to recommend that starting in 2004 that Collindale Non -Prime Time play be Mondays -Thursdays, with City Park Nine remaining until 12:00 Noon on Fridays, and to extend this through September. The City Manager approved this modification effective in 2004. You also voted unanimously (6:0) to recommend that 10-Play Punch Cards (and Annual Passes) start on January 18` and expire on December 31" annually. You discussed but did not vote on the issue of transferability. As you may recall, previously the City Manager had directed that we (GolJ) should not have expiration dates on our 10-Play Punch Cards (or other City Services Gift Certificates) because since we (City) accepted people's money for a service, that we needed to honor that obligation and provide the service, although we could charge, a fee differential if our cost to deliver that service had increased. The Director of Cultural, Library, and Recreational Services (CLRS) decided that this previous direction from the City Manager, which applies to all City CLRS fees and charges, not just Golf, will remain in place. Also, The CLRS Director decided that if we want to change the expiration date for Annual Passes from February 28a' to December 31", he feels we need to wait a year or so before officially making such a recommendation to allow folks time to adjust to all of the other modifications made to Annual Passes effective 2004. In addition, you generally concurred with Staff that effective 2004 we officially recognize (and schedule) Non -Prime Time 9-hole leagues at both City Park Nine and Collindale as long as Annual Passes couldn't be used, unless exempted. The Director of CLRS agreed. The only exemptions to this will be previously approved (grandfathered) official "Leagues" at City, Park,Nine and Collindale during Non -Prime Times, including Wednesday Ladies' Day at City Park Nine, Thursday Ladies' Day at Collindale, and the Thursday evening Men's League at City Park Nine. All other "Leagues" will not be allowed to use Annual Passes to, pay for their league play. There was no vote on the issue of potentially eliminating Private Golf Carts, and Staff agreed to postpone any discussion of potential Reservation Fees until our computerized system is fully operational. Finally, the Board unanimously concurred to leave Poudre School District fees as they currently exist. At that time it was agreed to continue this discussion and review on Various Golf Fee/Usage Issues in 2004, prior to formal discussions on Proposed 2005 Golf Fees and Charges, which are scheduled to begin in May. Therefore, we scheduled the April Page 2 meeting for this discussion and review when you approved your 2004 Work Plan/Meeting Schedule. -At this time Staff does not have any specific issues for this discussion, so we are asking that you (Board Members) decide what issues need to be discussed. Larry Buckendorf said he would like to solve the transferability issue on punch cards. He would like to let the punch cards remain transferable. He doesn't think the pro shop should have to monitor them. Mike Sanders questioned the accountability and stated that there are those who might try to manipulate the system. Larry said there could be a conspiracy, but that it might be difficult to get five guys together to buy punch cards. He feels the risk is small. Mike mentioned that we hope to eventually get annual passes and 10-Play Punch Cards on computerized swipe cards. Mike asked the Golf Pros if transfers for punch cards were a problem. Dale Smigelsky, Golf Professional at SoutbRidge, and Jim Greer, Golf Professional at Collindale, didn't think that it would be a problem. Larry Buckendorf then made a motion to continue to make the punch cards transferable with the stipulation that some time in the future this could be modified. Grant Sherwood seconded the motion, which passed unanimously (7:0). Several other questions were asked and answered, including, "Are we still comfortable with 15 percent discounts for 10-Play Punch Cards?". The response was yes. There were no other issues mentioned for further discussion. Other Business „ _ ♦ David Thihnany wanted to know why the play usage times were different at the three courses? Jerry explained the reasoning. ♦ Jerry mentioned we had distributed a copy of Aurora's 2004 Golf Fee Report, and we have a copy of the proposed brochure on the Junior Golf Program available for review. Larry Buckendorf stated that Fort Collins Golf Fees were lower than anywhere else.
