Minutes of the Regular Meeting of the Fort Collins Housing Authority
February 20, 2003

I. CALL TO ORDER
Chairperson Patrick Brady called the regular meeting of the Fort Collins Housing Authority to order at
7:45 a.m.
II. CITIZEN INPUT
There was no citizen input.
III. APPROVAL OF MINUTES
The Board reviewed the minutes from the January 23, 2003 regular meeting of the Fort Collins Housing
Authority. Commissioner Tharp made a motion, seconded by Commissioner Steiner to approve these
minutes. The motion was passed unanimously.
IV. OLD BUSINESS
Discussion on Legal Counsel at Board Meetings: Commissioner Brady voiced concerns of the effect on
FCHA's budget for legal counsel to attend Board meetings. Commissioner Steiner stated that the Board
often has legal questions on matters and believes it would be helpful to have counsel present. After some
discussion, the Board agreed to have Ms. Brewen contact Mr. Martel's office and he be present at Board
meetings for six months and may reevaluate after that time.
PartnershiProject Evaluation Criteria: Ms. Brewen presented the Board with a draft partnership project
evaluation criteria. This request was tabled until the March meeting with the Boards recommendation to
revise the outline as per the discussion.
V. NEW BUSINESS
Election of Officers:
Commissioner Steiner made a motion, seconded by Commissioner Tharp to keep the existing slate of
officers. The motion was passed unanimously.
Presentation on Waiting List Process:
This agenda item was postponed to the March meeting.
Public Housing Assessment System Certification (PHAS):
Ms. Brewen presented the PHAS certification to the Board and answered all questions. Commissioner
Horn made a motion, seconded by Commissioner Tharp to approve Resolution No. 03-03, 2002 Public
Housing Assessment System Management Operations Certification. The motion was passed unanimously.
Ms. Brewen will submit this to the U.S. Department of Housing and Urban Development.
Section 8 Management Assessment Program (SEMAP):
Ms. Brewen presented the SEMAP to the Board and answered all questions. Commissioner Steiner made
a motion, seconded by Commissioner Honn to approve Resolution No. 03-04, 2002 Section 8
Management Assessment Program Operations Certification. The motion was passed unanimously.
Ms. Brewen will submit this to the U.S. Department of Housing and Urban Development.
Performance Funding System Calculation Approval (PFS):
Ms. Brewen presented the PFS to the Board, stating that federal appropriations were cut from the
anticipated 2% to 10%. This will result in a loss of funding of $41,000 for the 2003year. The effect of this
reduction will be less funding going into reserves than budgeted however we will retain our high
Performer rating with our current reserves. Commissioner Honn made a motion, seconded by
Commissioner Steiner to approve Resolution No. 03-05, Performance Funding System Calculation
Approval. The motion was passed unanimously. Ms. Brewen will submit this to the U.S. Department of
Housing and Urban Development.
City Council Policy Agenda Suggestions:
Ms. Brewen reviewed a draft of 2003-2004 City Council Policy Agenda Recommendations with the
Board. After some discussion, the Board made recommendation to add clarification to some agenda
suggestions. Commissioner Steiner made a motion, seconded by Commissioner Honn to make the
revisions and submit these recommendations to City Council. The motion was passed unanimously.
VI. REVIEW OF MONTLY ACTIVITY REPORT
The Board reviewed the Monthly Activity Report.
VII. ADJOURNMENT
Chairperson Brady adjourned the regular meeting of the Fort Collins Housing Authority Board at 9:05 a.m.
The next regular meeting will be held on March 27, 2003.
