Support Suprv. — Recreation Division Guest(s) Present: Corinne Willmarth, Melissa Mahosky, Zach Abote Call Meeting to Order: The regular meeting of the Youth Advisory Board was called to order by vice -chairperson Ana Rocca at 7:07 p.m. Approval of Minutes: On a motion by Mera Geis and seconded by Aaron Steinbach, the minutes of the regular meeting of February 7, 2001 were approved unanimously (5-0). Agenda Review: No changes to the printed agenda. Citizen Participation: No citizen participation. Agenda: TRANSFORT STRATEGIC PLAN John Daggett, Senior Transportation Planner, along with Tom Frazier, Transfort/Dial-A- Ride General Manager, presented Transfort's strategic plan. Transfort staff has spent the last year developing a multi -phase plan to improve productivity. They identified needs, prepared a service plan and developed an implementation plan, the goal being to have a more grid -like routing system. To implement Scenario I would take no additional money and could be done by the,beginning of 2002. Transfort's strategic plan will be presented to City Council on April 17. Transfort staff is seeking the Youth Advisory Board's comments and support on the proposed changes. Youth Advisory Board Min March 14, 2001 Page 2 On a motion by Robbie Weisser and seconded by Aaron Steinbach, the Board voted unanimously (5-0) to endorse Transfort's strategic plan as presented. TELEVISION SHOW UPDATE The second edition of the YAB's television show that airs on Channel 10 will be filmed on March 22 at 3:30. A local doctor, someone from the law enforcement field, a parent, and a teen, along with Sam Pagni of TEAM Fort Collins will discuss the cons of the party drug Ecstasy. Mark Larkin suggested either Scott Gammon or Jim Broderick represent the Police Department. Ana will be the host and will prepare some questions to ask the panel. The first edition of YAB's television show is set to air on March 19 at 2:30 and 9:30 and the same times on March.26. YOUTH ACTIVITY CENTER REPLACEMENT TASK FORCE UPDATE Ana Rocca has authored a letter to City Council members requesting that City Council endorse the replacement of the Youth Activity Center when it can no longer occupy space at 1400 Remington. On a motion by Aaron Steinbach and seconded by Peter Glaser, the contents of the letter were approved with a few slight revisions. The vote was unanimous (5-0). Janet Urban will reprint the letter with minor revisions, Ana will sign it on behalf of the Board, and it will be forwarded to Mayor Ray Martinez. The Task Force would like members of the Youth Advisory Board to attend the City Council meeting when they present their request for replacement. The next meeting of the Task Force is scheduled for March 21 at the Youth Activity Center. The letters generated by Poudre High School student Adam Forest to City Council requesting replacement have been counted and total 700. Staff is still touring potential sites. NORTHSIDE AZTLAN COMMUNITY CENTER UPDATE Frank Martinez, Recreation Coordinator at the Northside Aztlan Community Center, thanked Board members who have been able to help with the NACC tutoring program. He also requested program ideas that would appeal to teens. NACC will host a talent show in April, date to be announced. During Frank's presentation, an idea for a future TV show surfaced — addressing the issue of kids being cut from sports teams for reasons other than talent. Youth Advisory Board Minutes March 14, 2001 Page 3 YOUTH ACTIVITY CENTER UPDATE YAC staff distributed the February attendance report and the March activities calendar. Dave Mosnik mentioned that a frequent YAC user is going to be in a national talent show in New York City based on a tape he submitted. The 3-on-3 basketball league for kids in grades 9-12 begins the week of March 26 and will be held on Tuesdays and Wednesdays. $40 per team/maximum of 4 persons per team. Staff reported that this year's Spring Break week was the busiest ever! The weekends are very busy, even more so since adults are banned. OTHER BUSINESS Peggy Bowers distributed the new Boards & Commissions manual and the Boards & Commissions "Periodic Review Questionnaire". YAB members are to review the questionnaire prior to the next Board meeting when it will be finalized by members and staff. A half -pipe is being installed at the skateboard park at NACC. There will be a contest that is also a fund-raiser on March 24 beginning at 10:00 a.m. Groundbreaking at Edora Park was last week for the skateboard park there. Construction should take approximately 120 days. Funds are being raised through the sale of a cookbook compiled of recipes from city dignitaries. Mark Larkin reported that Poudre School District and the Police Department is sponsoring a youth academy for two weeks in June — one for junior high -age youths, one for high school. Applications will be available in the next 2-3 weeks; limited to 25 participants. Police officer Eric Sachs will be invited to the next YAB meeting to present information on the academy.
