Call Meetine to Order:
Meeting called to order by Chairperson Mera Geis at 7:00 p.m.
Approval of Minutes from January 8, 2003:
On a motion by Cooper Liska-Smith and seconded by Abby Zier, the minutes were unanimously
approved (7-0).

DISCUSS SURVEY RESULTS
The Board discussed the survey given recently to junior and senior high students. The graphs and charts
are designed to be user friendly to an uninformed person reading the information.
The primary points that can be gleaned from this survey are "voice of youth", "problems", "opportunities
needed".
The City Manager and City Council will receive copies of the results as well as Compass. Kaise Allen
will talk to the City Editor of the Coloradoan about doing an article featuring the results of the survey.

NICOTINE PATCHES
One of the items added by City Council to the Youth Advisory Board's work plan was "explore avenues
to encourage schools to provide `smoke patches' for students who want to quit smoking".
Research done by Recreation staff revealed that persons under the age of 18 cannot purchase patches nor
can they receive patches purchased by others. In addition, Larimer County Health Department staff
informed the Recreation Liaison to the Board that most kids under the age of 18 are not smoking at a high
enough level to make nicotine patches effective (equivalent to a pack a day for 5 years). It was
determined that issuing nicotine patches would not be permissable nor would they be effective for most
teens.
YOUTH ACTIVITY CENTER UPDATE/FUND-RAISING
YAC staff distributed the participation report for February and the March calendar that highlights the
Youth Advisory Board. Memberships are up, the ski trips have been very successful, and bowling, laser
tag, and movies are scheduled for spring break.
So far, $258,000 has been raised for the YAC gymnasium which is 1/3 of the way to our goal. The fund-
raising efforts were recently featured in an article in the Coloradoan.
NORTHSIDE AZTLAN COMMUNITY CENTER
A basketball league with Boys & Girls Club is currently underway with 275 kids participating. And end -
of -season tournament is scheduled during spring break.
Eight girls who train at Northside Aztlan Community Center are going to compete in a girls wrestling
tournament.
OTHER BUSINESS
• Another addition by City Council to the Youth Advisory Board's annual work plan is to hold yearly
joint meetings with Loveland and Greeley's youth councils. Kaise will contact the Greeley board, and
Mera will contact the board in Loveland to find out what they are or have been working on and make
arrangements to get together in the fall.
• The City's biennial budget process will begin in mid -April. The Board can make recommendations
for funding or elimination of funding.
• The Boards and Commissions manual and the 2002 annual Youth Advisory Board report were
distributed to all members.

With a motion by Cooper Liska-Smith and seconded by Jonathan Fanning, the meeting was adjourned by
unanimous vote (7-0) at 7:50 p.m.
