Call to order 3:31 p.m. - Ms. Gram II. Consideration of the agenda - No changes III. Approval of minutes from the meeting of April 18, 2001 Ms. Liska-Smith moved to approve the minutes Mr. Alan Howe seconded Approved unanimously IV. Citizen Participation None V. Nix Farm Natural Areas Facility Presentation Mark Sears and Sue Kenney of the City's Natural Resources Program gave a presentation about the Nix Farm Natural Areas Facility project. The City is planning to restore the site and use it as a maintenance facility for the Natural Resource Department. The intent is to preserve the farmstead appearance while creating facilities for maintenance equipment and offices for maintenance staff. The farmhouse will be renovated and converted to offices and a separate building will be erected to house maintenance equipment. This APP project is centered around the backyard wildlife habitat demonstration garden. Emphasis will be on native plants so those visitors can see how to create a similar setting in their own backyard. Natural Resources staff expects that most visitors to the site will come from the bike trail. It will be a resting spot for people using the trail. Ms. Martin reported that the art budget is just under $16,000. The Natural Resources staff also stated that they plan to receive City Council approval by July. December -February, 2001 is the expected completion date. Ms. Martin gave an overview of the Art in Public Places program for the new people at the table. She also explained options for direction on this project and suggested a process similar to the City Hall Water Feature Project. She explained that since the project has a small budget, short time line, and requirements from Natural Resources Department, sending out an RFP to commission an artist to work on a team with Natural Resources staff seems like an appropriate course of action. 417 West Magnolia • Fort Collins, CO 80521-2646 • (970) 221-6735 • FAX (970) 484-0424 The Board discussed options for direction including commissioning an artist, sending out an RFP to commission an artist, and using the APP design consultant list to add an artist to the project. The Board and staff also discussed elements they would include in an RFP. The RFP should include that the project site is intended to be a "backyard wildlife habitat demonstration garden." In addition, it should state that opportunities for art include: bike racks, concrete walkway embellishments, benches, signage frames and stanchions, or other creative ideas for the site that the artist thinks appropriate based on their own work and experience. Ms. Liska-Smith moved to create an RFP to commission an artist for the Nix Farm Natural Areas Facility Project Ms. Dale seconded Unanimously approved VI. Andrew Dufford Project Updates Ms. Martin gave an update on Andrew Dufford's progress on the Transit Center project and reported that he will give a presentation, with drawings, at the next board meeting. VH. Staff Reports Staff distributed a written report of staff activities since the last months board meeting. There was some discussion about the APP consortium meeting. Ms. Martin asked if there were topics that the Board wanted to cover during the meeting. They suggested the following topics: sharing of artists names, project show & tell, design teams, registry sharing, program processes, maintenance, collaborative school projects, and a possible tour of one of our projects (e.g. Civic Center Office Building). Ms. Martin also solicited assistance in planning the meeting. She stated that board members could call her if they are interested in helping. VIE. Other business - None fX.
