Call to order 3:35 p.m. - Ms. Carr Ii. Consideration of the agenda III. Approval of minutes from the meeting of August 15, 2001 Ms. Dale moved to approve the minutes Mr. Sherman seconded Approved unanimously IV. Citizen Participation V. North College Improvement Project Presentation The City's Transportation Department is beginning a project to improve the streetscape of North College Avenue. Kathleen Reavis from Transportation, approached the board for suggestions while in the planning stages. The improvements are planned to accommodate development of this area for the next 20 years. Funding for this project will be phased. The project is scheduled to start in 2002-2003 with the largest block of funding in 2004-2005. The area has diverse traffic including large trucks as well as pedestrian and bike traffic. The plans call for sidewalks and center medians to be added. The area continues to grow and is highly visible to tourists traveling through North Fort Collins. Three possible options for public art were suggested. They include a gateway/entryway piece, Streetscape elements - street lighting, benches, art in the center medians (elements that fit into the overall Downtown design,) or adding an artist to the Design Team. 417 SV%c5t Magnolia • Fort Collins, CO 80311-2646 • (970) 221-6733 • FAX (970) 484-0424 The board discussed two options for bringing an artist onto the project. A Design Consultant could be involved in these early stages to identify potential areas for art and contribute to the overall design of the project. The other option is putting out a Request for Proposals when the project is closer to completion. Mr. Sherman suggested that APP save art dollars that would be used to pay a design consultant, since EDAW is part of the Design Team. Peter Briggs from EDAW was in attendance. The majority of the board believed that this project is an excellent opportunity for a gateway into Fort Collins. The location of the gateway will be discussed at a future meeting. The board recommended that the Transportation Department provide yearly updates on the project. VI. Design Consultant Proposal Review The board reviewed proposals from artists interested in being part of the City's Design Consultant Resource List. There were 13 initial proposals. The board agreed to review an additional submission that missed the deadline. Eleven artists were accepted, three artists, Lincoln Schatz, Scott Reuman and John McEnroe, were rejected. VH. Staff Reports Staff distributed a written report of staff activities since last month's board meeting. A special meeting to review Nix Farm proposals was scheduled for 3:30 p.m. for October 29'.
