Consideration of the Agenda III. Approval of minutes from the meeting of September 19, 2001 Mr. Sherman moved to approve the minutes . Ms. Dale seconded. Approved unanimously. N. Citizen Participation V. City Hall Water Feature Presentation Artist Richard Hansen presented his color drawings to the board also giving some background on his work and his philosophy. Mr. Hansen's design calls for a natural stone piece that suits the environment and has a "Maximum range of experience with minimum flows." The design incorporates the water cycle of this area including lighted glass blocks that signify an aquifer. The piece also maintains a sculptural presence in winter. Mike Powers expressed the City Council's possible concerns about the piece's environmental statement. Mr. Hansen's design incorporates water feature and xeriscape. There is also a concern about the piece that is currently in the space. Ms. Martin told the board that the artist knows that a water feature was being considered. The existing piece is not weathering well and has structural problems. The piece is the property of the city. Mr. Sherman motions the board approve Richard Hansen's water feature, subject to council favoring the design and pending removal and deaccession of the current piece. Mr. Howe seconds. Seattle Public Art Conference Ms. Martin attended the Seattle Public Art Conference the first week in October. She presented images of the pieces that she toured along with information on Seattle's 30 year -old program. VH. Staff Reports Staff distributed a written report of staff activities since last month's board meeting. VHL Other Business Fossil Creek Community Park — Mr. Sherman recommend that the board proceed quickly with this project. Ms. Martin said the board could hold a special meeting to review the proposal or use the newly created design consultant resource list to select an artist to join the design team. Mr. Howe motioned to utilize the design consultant process to move forward with this project. Ms. Gram seconded. Mr. Sherman abstained. IX.
