Call to order 3:33 p.m. - Ms. Carr II. Consideration of the agenda III. Approval of minutes from the meeting of November 14, 2001 Mr. Alan Howe moved to approve the minutes. Ms. Gram seconded. Approved unanimously. W. Citizen Participation V. Homestead Park Ms. Martin introduced Jeff Lakey of the City's Park Planning Department. Homestead Park is a six acre park located south of Trilby, between Loveland and Fort Collins, in the Ridgewood Hills subdivision. A future elementary school is planned for an adjacent site 10 years from now. Some possible features of the park where the art could be incorporated include; soil 'dunes', bollards in the pedestrian area, 'railroad trestle' bridge, a donated plow, an ornamental/functional stormwater structure, pavers, or mosaics on buildings. There is also a bench/wall in between two court areas that is a possible site for art. Park planning would like to leverage the construction budget to supplement the Art in Public Places budget. The work is scheduled to be bid out in one month with construction during spring and summer 2002. The park will be complete in 2003. Mr. Howe moved to use the existing Design Consultant Resource List for Park Planning & Dev. to commission an artist to work with that department to create a piece for Homestead Park. Traffic Operations Facility Presentation Ron Kechter from the City's Facilities Department and Eric Brake from Traffic Operations, presented plans for a new Traffic Operations Facility to the board. Traffic Operations is in the process of replacing the entire traffic system in Fort Collins. This new building will house the traffic management system and be used by the public. Ideas for the project include a sculpture of the first manually operated traffic signal or a piece that relates to the historic area. The facility will be located along Linden and Vine and the art piece should be visible from the street. The design will be complete in January and bids will go out in February. The building is scheduled to be complete by October 2002. Ms. Gram moved to proceed, working with the department to create a Requests for Proposals for an open competition. Ms. Liska-Smith seconded. Approved unanimously. VH. Second Sheet of Ice (EPIC) Presentation Ron Kechter also presented plans for the Second Sheet of Ice at EPIC with Jean Helburg from the Recreation Department. This project will create an additional ice rink at the current EPIC facility. The recreation department would like to incorporate artwork into the interior of this facility. There is an existing exterior sculpture at the main entrance. Opportunities for art at this site include a mural, an artistic gateway to the new entrance and decorative railings. The work should compliment but update the look of the current facility. This project will be in the design phase from February through the end of June. The facility is scheduled to be open by January 2003. A community fundraising group is responsible for raising 22% of the construction cost. Ms. Hixon moved to proceed with commissioning an artist to add to the design team who will follow through with the completion of the artwork. Ms. Liska-Smith seconded. Approved unanimously. VIII. Annual Report Draft The Board had no changes or additions. IX. Staff Reports Ms. Martin distributed a written report of staff activities since last month's board meeting.
