HomeMy WebLinkAboutCitizen Review Board - Minutes - 07/18/2001Citizen Review Board Regular Meeting Wednesday, July 18, 2001 City of Fort Collins Recreation Conference Room Present: Rick Aulino, Brian Carroll, Maria Martinez, Jay Molok, Becky Richardson, Carole Stansfield. Staff: Lt. Karen Carlson, Sgt. Cory Christensen, Greg Tempel and Wendy Hartzell. Absent: Monica Garcia The meeting was called to order at 5:40 p.m. Minutes: The minutes of the May meeting were reviewed and discussed. There were no changes. Rick Aulino made a motion to approve the minutes as written and Brian Carroll seconded the motion. The motion passed 5-0. Voice Mail: There were no voice mail messages to report. Public Input: Richard Miller, HRC liaison, will plan to attend when his schedule permits. New Business: - Sgt. Cory Christensen was introduced to the Board. He is taking the position formerly held by Sgt. Frances Gonzales. - Lt. Carlson updated the Board on Monica Garcia's car accident and reported that she should make a full recovery but will be out for four to six weeks. As Monica is currently sitting on the subcommittee reviewing Case #2001-01, she will be considered unavailable and the alternate (Brian Carroll) will take her place. - Pending Cases: Subcommittee names were drawn for Case #2001-07 as follows: 1. Brian Carroll 2. Becky Richardson 3. Monica Garcia 4. Jay Molok 5. Rick Aulino 6. Maria Martinez 7. Carole Stansfield Lt. Carlson will check with Monica Garica to determine if she will be available to review this case when it is ready. - Chuck Wanner's Response: He responded that the CRB could host an open house and extend the invitation to other boards and commissions. However, there is no funding available for this kind of activity. There was discussion about putting information on the bulletin board for Channel 27. Participating in different festivals would also be cost prohibitive. It was agreed to table the discussion until Mr. Wanner could be present. Becky Richardson will invite Mr. Wanner, the City Manager and Chief Harrison to the October 17 Board meeting. - Racial Profiling Bill: Lt. Carlson passed out copies of the bill on racial profiling and explained that Section 2 of that bill is what applies to Fort Collins. On traffic stops where a person has not been cited or arrested, Fort Collins, police officers will pass out business cards with their names, ID number and the telephone number to a comment line. Police Services has targeted August 1 as its compliance date. Police Services is also investigating a tracking system to gather data on these kinds of stops. Old Business: - CRB Satisfaction Survey: Rick Aulino passed out a revised draft of the Satisfaction Survey for review. There was discussion about adding a comment regarding anonymous complaints may be considered less credible or could be difficult to associate with a particular case. Discussion was held as to whether the survey should be sent out annually or immediately following the completion of a complaint review. The preference was to have it sent out annually; Police Services would facilitate the mailing of the surveys to include a self-addressed stamped envelope. It was decided to make the first page a cover letter followed by a one -page survey. A question was raised if the survey results are public documents. Greg Tempel will research the issue and give the information at the August meeting. The final survey will be reviewed, discussed and approved at the next meeting. - Board Improvement Suggestions: A discussion was held on the use of the Coloradoan and other forms of media to get information out to the community. The question was asked if board members can write opinion letters to the editor. Greg Tempel said board members could write this type of article as a private citizen, but not as a board member. Concerns were raised about using a Press Release to send out information, as the Board cannot control the content once it has been release. A Soapbox article may be appropriate for the year-end report and an invitation to the community. Mr. Tempel would review such articles to ensure the article is within the bounds of City Council mandates. It was suggested that the CSU Collegian and Loveland Reporter Herald also be used as a forum for such articles. Concerns were raised about the use of City Cable Channel 27. This channel does not reach all of the citizens in the county. Suggestions were made to contact the other cable companies in the area if this type of media is used. - Chiefs Request: The decision was made to hold discussion on this topic next month. Copies of board member's comments were passed out. A request was made for members who did not bring copies to the meeting email the suggestions to the rest of the board prior to the next meeting. Board members should review and be prepared to discuss these comments at the August meeting. Other Business: A request was made to have Greg Tempel research the law regarding arrest and detention constraints, in particular the use of handcuffs during a detention. Mr. Tempel said he would e-mail the information to the Board. The meet)g Vi44 adjourned at 7:05pm. The next meeting will be on August 15, 2001. Chair
