HomeMy WebLinkAboutCitizen Review Board - Minutes - 10/16/2002Citizen Review Board Regular Meeting Wednesday, October 16, 2002 City of Fort Collins CIC Room Present: Jim Butzek, Harry Edwards, David Evans, and Maria Martinez Absent: Brian Carroll, Monica Garcia, and Becky Richardson Staff: Lt. Karen Carlson, Staff Liaison, Greg Tempel, Assistant City Attorney, and Wendy Hartzell, Secretary. Public: Mark Berkner and Ducan Philps Call to order: The meeting was called to order at 6:05 p.m. The September minutes were reviewed. Harry Edwards made a motion to approve the minutes. Dave Evans seconded the motion. There was no discussion and the motion carried 4-0. Absences: Prior written notice was received from Becky Richardson for this month's absence. Voice Mail Message: There was no notice from Becky Richardson that there were voice mail messages this month. Public: Mark Berkner stated he would be showing up as a victim in a case coming before the CRB. He asked about the interview process, as his interview with Sgt. Christensen was not taped. He is concerned how information from witnesses is received and used. He was not given a written report for confirmation of his statements but others who were interviewed did receive statements for confirmation. Maria Martinez stated the Board will check into his concerns with Sgt. Christensen. Duncan Philps came before the Board to state that he had been active with David Lipp in creating the CRB. He stated he feels he is being harassed by various Police departments because he is a political activitist. He has never committed a crime. He said he is prepared to go to the media about his treatment by Police Services, and he wants all files regarding him purged. He has a copy of his "spy" file from Denver PD, which his attorney demanded and received. He has ACLU helping him and has notified City Council and Chief Harrison. New Business: Discussion of Cases Reviewed: None. Pending Cases: Two cases are pending, Case #2002-14 and #2202-16. One case has to have crime investigation completed before it will come to the Board. Subcommittee members were drawn for each: Case #2002-14 1. Harry Edwards, Subcommittee Chair 2. Jim Butzek, Vice Chair 3. Maria Martinez 4. Monica Garcia, Alternate 5. David Evans 6. Becky Richardson 7. Brian Carroll Case #2002-8 — Sgt. Christensen requested a 30-day extension for this case. The Chief has already granted the first 30-day extension. There have been problems with contacting the complainant, who didn't appear at the last scheduled appointment. David Evans made a motion to grant a 30-day extension. Harry Edwards seconded the motion. No discussion and the motion passed 4-0. Case #2002-9 — Subcommittee meeting dates was set for November 20 at 7:00 p.m. after the regularly scheduled CRB meeting. The subcomittee chair will notify the complainant and post meeting date. 2 Annual Report and Work Plan Lt. Carlson submitted a draft work plan, the Board's consideration and approval Annual Report is due by January 30, ar draft within the coming months. which is due by November 30, for at its November meeting. The d Lt. Carlson will be preparing a Adjournment: Hart' Edwards made a motion to adjourn the meeting. Jim Butzek seconded the motion. There was no discussion and the motion passed 4-0.
