CONSIDERATION AND APPROVAL OF THE MINUTES OF THE JUNE 29, 2023 MEETING. Commissioner Richards moved to approve the minutes of the June 29, 2023, meeting. Commissioner Zimmerman seconded. The motion passed 7-0. Building Review Commission City of Fort Collins Page 2 July 27, 2023 2. BLUSKY RESTORATION, LLC. – LICENSING WIHTOUT TESTING DESCRIPTION: STAFF: Mr. Todd Hulme of BluSky Restoration, LLC., is requesting a new supervisor’s certificate using an ICC testing certificate that is of an older code year than what is currently required. Sharlene Manno – Administration Services Manager Chair Cram noted that the Appellant, BluSky Restoration, is absent from the hearing. Chris Hayes, Assistant City Attorney, advised the commission to open the agenda item for discussion so that Staff can present their report on the record. Chair Cram opened the item for discussion Staff Presentation Sharlene Manno, Administrative Services Manager, stated that this agenda item was for Todd Hulme of BluSky Restoration, who was requesting a supervisor’s certificate with an older exam than what is accepted for licensing. Manno was informed at 2:11 pm on July 26, 2023, that Mr. Hulme passed the G11 exam, and she was able to move forward with his licensing and certificate issuance. She received the passing testing certificate and, as their license is being issued, BluSky will not be appearing before the commission today. Commission Questions and Discussion Chair Cram expressed that he is glad to hear that the Appellant passed the appropriate exam. Manno explained that we could not cancel the hearing as there is a 24-hour cancellation notification period that they have to follow, which includes posting the cancellation and notifying commission members. Since she received their passing exam notification in the afternoon, the 24-hour period had lapsed. Chair Cram asked the commission for further discussion. Hayes recommended that the commission propose a motion to dismiss the agenda item. Commissioner Moscrip moved to dismiss the case for BluSky Restoration, LLC., due to their supervisor certificate being approved. Commissioner Teplitsky seconded. The motion passed 7-0. Chair Cram expressed thanks to Chris Hayes for his work for the commission. He stated that the language in past motions were not as precise, and the guidance from Hayes in using accurate language for motions is appreciated. • OTHER BUSINESS None. • ADJOURNMENT Chair Cram adjourned the meeting at 9:12 am.
