CALL TO ORDER: 3:42 PM 2. ROLL CALL a) Board Members Present – Natalie Barnes, Kathy Bauer Myra Powers, Renee Sherman, Heidi Shuff, Christopher Staten, and Nancy Zola b) Board Members Absent – c) Staff Members Present – Ellen Martin, Liz Good d) Cultural Resources Board Liaison – Leslie Walker e) Guests – 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION Leslie Walker shared that Travel and Leisure has ranked Fort Collins the most peaceful place to live in the U.S. She thanked the program for contributing to this. 5. APPROVAL OF MINUTES, NOVEMBER 15 Ms. Zola moved to accept minutes. Ms. Powers seconded. Unanimously approved. 6. NEW BUSINESS a) 2023 ANNUAL REPORT DRAFT Ms. Martin presented the draft based on last year's version with updates. The Board shared that they were impressed with the number of projects and asked how it compared to previous years. There was support for the format and appreciation of the images. It was suggested to add that the Transformer Cabinet Mural program was first in the nation. There was a discussion about the history of the program. It was suggested to add the monetary impact of the Transformer Cabinet Murals. b) ANNUAL CALLS TO ARTISTS Ms. Martin presented the Pedestrian Paver and Pianos About Town Request for Proposals, and Transformer Cabinet and Design Consultant Request for Qualifications. The drafts were based on previous calls and updated with current details. Staff is recommending an additional call for the Design Consultant List as there were fewer submissions last year. There was a discussion about how future calls for Design Consultants will be handled. The Board discussed a ART IN PUBLIC PLACES REGULAR MEETING 12/20/2023 – MINUTES Page 2 rolling renewal schedule, which might be best to add variety for projects. The history of the Pedestrian Paver Project was also shared. Ms. Barnes moved that the board has reviewed the calls and accepts the calls as is. Ms. Bauer seconded. Unanimously approved. c) 2023 YEAR IN REVIEW PRESENTATION Ms. Martin shared the projects completed in 2023 and projects in process. 7. STAFF REPORT Ms. Martin shared highlights, including non-APP projects such as Asphalt Art and Vinyl Projects with The Lincoln Center. The report will be emailed to the Board. 8. OTHER BUSINESS The Board and staff discussed what the Board provides to staff and also what staff should provide for the Board. Ms. Walker mentioned that the Cultural Resources Board has been meeting at locations that have received funding. Ms. Shuff mentioned that she appreciates the organization of materials presented to the Board. There was a discussion on how materials are shared with the board and the consensus that more information upfront to new Board members would be helpful with tips on how to view materials and what is expected at their first meeting. 9. ADJOURNMENT 5:24 PM Minutes approved by the chair and a vote of the Board/Commission on XX/XX/XX MONTHLY UPDATES: ASPHALT ART, Magnolia, Canyon and Sherwood Intersection: FC Moves has received Asphalt Art Initiative grant from Bloomberg Philanthropies to create painted mural/infrastructure at this intersection. The call is now live and the deadline is February 15. BUS AND BUS SELTER ART: The 23 posters and 3 poems have been installed in bus shelters and on buses. (see example on page 2). COMMUNITY CENTER FOR CREATIVITY (FORMERLY THE CARNEGIE CENTER FOR CREATIVITY), 200 Mathews St.: The project team will select an artist from the Design Consultant List. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark Leichliter from the Design Consultant List. The design was approved by the Board. The Project needs approval from CDOT to install on the signal posts. COLLEGE AVE. AND TRIILBY INTERSECTION: The project team will select an artist from the Design Consultant List. ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper presented her design to the board and the project was approved. Staff is working with final details for the APP contract. GARDENS ON SPRING CREEK TEMPOROARY ART INSTALLATION, 2145 Centre Ave.: The Gardens team selected Colorado artist Jodie Bliss. Jodie has installed her nine sculptures and will be on view through late April 2024. I-25 AND PROSPECT INTERCHANGE: The selection committee has reviewed submissions and the selected artist was presented today. LAPORTE BRIDGES, Laporte Ave. between Grandview Ave. and Taft Hill Rd.: The team selected Jim Lynxwiler from the Design Consultant List. The design was approved and the project will be installed shortly. CITY OF FORT COLLINS Art in Public Places Program Staff Report — January 24, 2024 Katelynn Mai-Fusco completed the last Pianos About Town mural at Foothills before the holidays. LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado artist. MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Avenue to Mason Street: Artist Mark Aeling was selected for this project and is meeting with the team to develop the art for the site. PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2023 designs. The call for 2024 submissions is currently posted. The deadline is April 2. PIANO PROJECT: The call for 2024 artists is currently posted. The deadline is February 21. There will be an open house/information session for artists interested in applying on Zoom, January 31, 6:30-7:30p.m. POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave and Timberline Rd.: Artist Todd Kundla is meeting with the project team. STREAM REHABILITATION, Mail and Fossil Creek Confluence and Spring Creek at Edora Park: Andy Dufford’s design was approved by the APP Board and by City Council. The project is in fabrication. THE LINCOLN CENTER VINYL PROJECTS: The Lincoln Center hired artists to design artwork for the facility van vinyl wrap (Mike McPuff) and window clings (Jennifer Ivanovic). APP helped with an artist call and contracts. TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List. UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Allie Ogg’s was approved by the Board and City Council. Allie is working on this project with Utilities WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP Board and by City Council. This project is in fabrication. WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter was selected for this project. The artist was meeting with the team to develop art for the site when the project was put on hold. The project team is currently developing the budget and will start meeting again shortly. OTHER BUSINESS: Staff shared with Golden, CO, about Storm Drain murals. UPOMING MEETING—FEBRUARY 21 NEW PROJECT PRESENTATIONS Newly installed Bus Art (and an ad for The Lincoln Center) at College Avenue and Trilby Road.
