CALL TO ORDER: 3:32 PM 2. ROLL CALL a) Board Members Present – Natalie Barnes, Kathy Bauer Myra Powers, Renee Sherman, Heidi Shuff, Christopher Staten, and Nancy Zola b) Board Members Absent – c) Staff Members Present – Ellen Martin, Liz Good, Libby Colbert, Spencer Smith d) Cultural Resources Board Liaison – Not present e) Guests – Katy Casper, Briana Harris, Jacob Carey, and Jasmine Micijevic (for a CSU class project). 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES, SEPTEMBER 20 Ms. Powers moved to approve the Minutes. Ms. Bauer seconded. Unanimously approved (Ms. Zola was not present) 6. NEW BUSINESS a) I-25 AND PROSPECT PRESENTATION Ms. Martin introduced Spencer Smith from the Engineering Department who presented the project to create art at this site. The interchange is seen as the first in a series of interchange projects that will serve as gateways into Fort Collins. The board discussed the geographic options for an open call. It was agreed that as a gateway into town, there was a preference for a local artist and to limit it to a geographic radius. Ms. Powers moved that we go for an open call in a 75–125-mile radius for the I-25 and Prospect Interchange Project. Ms. Sherman seconded. Unanimously approved. b) ENVIRONMENTAL LEARNING CENTER DESIGN REVIEW Ms. Martin introduced the project team. Artist Katy Casper introduced herself and her artist team including Briana Harris, her artist manager, and Jacob Carey, ART IN PUBLIC PLACES REGULAR MEETING 11/15//2023 – MINUTES Page 2 stone artist and fabricator for the project. Libby Colbert, APP project manager introduced herself and gave an overview of the project. It is part of the flow diversion project near the Environmental Learning Center (ELC). The project created a pond where the Plains Topminnow were reintroduced. The proposed artwork will be in the pond and creates the form of a fish through stone cairns and reflections in the water. Blessings and encouragement for the fish, collected from ELC visitors, will be carved into the metal fins. The artwork and pond will be reevaluated in 10 years. The Board was really excited about the project and will be updated as there is community engagement. Ms. Bauer moved that the Environmental Learning Center Project with the restoration pond sculpture move forward as presented. Ms. Powers seconded. Unanimously approved. c) WORK PLAN Ms. Martin presented the Work Plans with minor adjustments from the discussion at the last meeting, including information about the Bus Art Project. Ms. Barnes moved to accept the 2024 Work Plan as presented. Ms. Bauer seconded. Unanimously approved. 7. STAFF REPORT Ms. Martin shared highlights. The report will be emailed to the Board. Options for the December meeting will be emailed to the Board and applications to reapply are due December 1–January 15. 8. OTHER BUSINESS Ms. Barnes thanked staff that many questions that are asked by the Board are already addressed by the project. Ms. Martin shared that it is a great benefit of working with the all the experts of the project design team. 9. ADJOURNMENT 4:30 PM Minutes approved by the chair and a vote of the Board/Commission on XX/XX/XX MONTHLY UPDATES: ASPHALT ART, Magnolia, Canyon and Sherwood Intersection: FC Moves has received a grant from Bloomberg to create painted infrastructure to improve safety at the intersection. APP will be helping with the artist call. BUS AND BUS SELTER ART: The 7 posters and 2 poems from 2022 and the first 17 posters from the 2023 Call for Entry have been installed. Staff is fabricating the remaining posters. CARNEGIE CENTER FOR CREATIVITY, 200 Mathews St.: The project team will select an artist from the Design Consultant List. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark Leichliter from the Design Consultant List. The design was approved by the Board. The Project needs approval from CDOT to install on the signal posts. COLLEGE AVE. AND TRIILBY INTERSECTION: The project team will select an artist from the Design Consultant List. ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper presented her design to the board and the project was approved. GARDENS ON SPRING CREEK TEMPOROARY ART INSTALLATION, 2145 Centre Ave.: The Gardens team selected Colorado artist Jodie Bliss. Jodie has installed her nine sculptures and will be on view through late April 2024. I-25 AND PROSPECT INTERCHANGE: An RFQ has been issued for an artist within a 125-mile radius of Fort Collins. The deadline is January 8. LAPORTE BRIDGES, Laporte Ave. between Grandview Ave. and Taft Hill Rd.: The team selected Jim Lynxwiler from the Design Consultant List. The design was approved and the project is currently being fabricated. LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado artist. CITY OF FORT COLLINS Art in Public Places Program Staff Report — December 20, 2023 Andy Dufford and Chevo Studio carving the benches for the Stream Rehabilitation Project to be placed at the Fossil and Mail Creek Confluence north of Fossil Creek Park. MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: This project is currently on hold. Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Avenue to Mason Street: Artist Mark Aeling was selected for this project and is meeting with the team to develop the art for the site. PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2023 designs. PIANO PROJECT: Katelynn Mai-Fusco finished the last piano of the season this past weekend. It will move out to the East Lawn on Thursday, 12/21. POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave and Timberline Rd.: Artist Todd Kundla is meeting with the project team. STREAM REHABILITATION, Mail and Fossil Creek Confluence and Spring Creek at Edora Park: Andy Dufford’s design was approved by the APP Board and by City Council. The project is in fabrication (see images). THE LINCOLN CENTER VINYL PROJECTS: The Lincoln Center is hiring artists to design artwork for the facility van vinyl wrap (Mike McPuff) and window clings (Jennifer Ivanovic). APP helped with an artist call and contracts. TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List. TRAFFIC BOX MURAL, Turnberry and Country Club Rds.: Chris Bates completed a mural on a sponsored traffic box in the Maple Hill Neighborhood (see image). UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Allie Ogg’s was approved by the Board and City Council. Allie is working on this project with Utilities WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP Board and by City Council. This project is in fabrication. WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter was selected for this project. The artist was meeting with the team to develop art for the site when the project was put on hold. The project team is currently developing the budget and will start meeting again shortly. OTHER BUSINESS: Staff shared information regarding Pianos About Town with Grants Pass, OR. Boards and Commissions applications are due January 15. UPOMING MEETING—JANUARY 24 I-25 AND PROSPECT SUBMISSION REVIEW ANNUAL REPORT Sponsored Traffic Box Mural by Chris Bates located in the Maple Hill Neighborhood Mallory Cash’s Pianos About Town Mural that was completed at Foothills in early December.
