Air Quality Advisory Board
2023 Work Plan
The Air Quality Advisory Board (AQAB) advises the Fort Collins City Council on policies, plans,
programs, and ordinances that aim to improve the City’s air quality. The AQAB will coordinate with
and advise other City boards, City staff, and regional authorities on air quality issues. The AQAB

The AQAB advises City Council on any opportunities that may arise for the City to participate in
and influence air-quality-related decisions affecting Fort Collins but falling under the jurisdiction of
county, regional, state or national air quality authorities with particular interest in:
Ozone precursor monitoring and mitigation
Regional regulatory air quality monitoring
Climate change mitigation and adaptation
AQAB Goals for 2023:
Promote a regional approach to air quality improvement by collaborating with board(s),
committee(s), City staff, City Council and other local, regional, and state entities.
Support City staff and advise City Council in efforts to propose and/or implement policies to
improve the City’s indoor and outdoor air quality and reduce greenhouse gas emissions as
part of the City’s Our Climate Future climate action plan.
AQAB Focus Areas for 2023:
Provide City Council recommendations for the adoption of the City’s oil and gas regulations.
Provide City Council recommendations for the adoption of the City’s 1041 regulations.
Provide input to City staff and advise City Council regarding Our Climate Future goals and
implementation. Our Climate Future includes climate action, zero waste and renewable
energy goals for 2026, 2030 and 2050, while also addressing environmental justice and
climate resiliency.
Support City staff on new policies and recommendations to improve indoor air quality,
focusing particularly on radon testing and mitigation; the use of natural gas for heating, hot
water and cooking; and the Healthy Homes Program. A healthy home is contaminant-free,
clean, dry, pest-free, well ventilated, well maintained and safe.
Support the City’s ongoing efforts to protect, manage and enhance its urban forest. Trees
eliminate heat islands, filter pollutants, absorb carbon dioxide, release oxygen and help
conserve energy.
Support City staff efforts to prepare the community for and mitigate the effects of wildfire
smoke on indoor and outdoor air quality.
Advocate for a safe, year-round pedestrian, bicycle, micro-mobility and assistive devices
mobility network within the City and regionally, including participation through the Bicycle
Advisory Committee.
Support City staff and advise City Council on the City’s Transportation Plans (e.g., Active
Modes), including promotion of transit, electric vehicles, and other alternative modes of
transportation.
Advise City staff and City Council on community outreach to improve public support for
environmental protection; enable citizens’ environment-specific behavior change; and offer
engagement activities related to improving air quality.
Advise City Council on budget revision offers, as needed.
Promote environmental justice in all the City’s air quality programs and initiatives.
Address unanticipated air quality issues and respond to requests from City Council for
advice on any air quality relevant topics. In prior years, this has included topics such as
criteria to be met before spraying for West Nile Virus, and response procedures for
hazardous waste spills.
