CALL TO ORDER: 3:32 PM 2. ROLL CALL a) Board Members Present – Natalie Barnes, Kathy Bauer Myra Powers, Renee Sherman Heidi Shuff, and Nancy Zola b) Board Members Absent – Christopher Staten c) Staff Members Present – Ellen Martin, Liz Good, Kellie Gorman, Gretchen Stanford, Jill Wuertz d) Cultural Resources Board Liaison – Not present e) Guests – Allie Ogg 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES Ms. Martin confirmed with City Clerks office that board members can vote on Minutes for meetings they didn’t attend. Ms. Powers moved to approve the May 10 and June 21 Minutes. Ms. Sherman seconded. Unanimously approved 6. NEW BUSINESS a) ARTIST-IN-RESIDENCE PRESENTATION Artist Allie Ogg, and Utilities Staff (Kellie Gorman with public engagement and executive sponsor Gretchen Stanford who is Deputy Director of Utilities) were in attendance to present the project. Allie spent the start of her residency learning about the Fort Collins Utilities with a goal of showing the community the work Utilities does 24/7 365 days a year. She has developed a four-panel illustration with an interconnected panel for each utility—Water, Wastewater, Stormwater, Light & Power. The illustration creates a digital package to be used ongoing. Its imagery can show the whole Utility ecosystem or pieces of the image can be pulled to show specific Utility functions. Allie is also proposing a painted mural of the four-panel Utility story on a to be determined building downtown as part of the project. The Utilities project team shared how the Utilities staff at large took pride the project and are excited to be shown in the illustration. The team sees ART IN PUBLIC PLACES REGULAR MEETING 7/19 /20 23 – MINUTES Page 2 the project as a way to highlight and thank staff in front of the community. It also raises awareness for recruitment. Ms. Powers move to approve the Utilities Artist in Residence Project with Allie Ogg. Ms. Zola seconded. Unanimously approved. b) BACON PARK PRESENTATION Jill Wuertz, Senior Manager of Parks Planning, gave an overview of the project. Originally the Mail Creek Trail and Siphon Overpass were separate projects that the Board recommended going to the Design Consultant List but there is limited space and small budgets, so it was decided to pool the budget with Bacon Park for a larger impact at a more public site. The Board discussed. Ms. Sherman moved that we go out for a 250-mile radius call for Bacon Park Ms. Barnes seconded. Unanimously approved. c) TRANSFORMER CABINET MURAL PROJECT REVIEW Ms. Martin presented designs for Chelsea Gilmore, Joe Myers (Motive), and Aerica Raven Van Dorn. There will be designs from a neighborhood project, a HOA sponsored cabinet at Maple Hill, and at the Water Treatment Facility. Ms. Bauer moved to accept the three mural concepts as presented. Ms. Powers seconded. Unanimously approved. d) BUS ART SUBMISSION REVIEW Ms. Martin presented the images selected through a review by the Selection Committee. The Board voted on the ranking of alternates. Ms. Barnes moved to accept the presented 21 images and 5 alternates Ms. Bauer seconded. Unanimously approved. e) NEIGHBORHOOD GATEWAY SUBMISSION REVIEW Ms. Martin presented the project. There was a smaller than expected response. Staff recommends that the project team and neighborhood project team interview the three artists who applied and select an artist through the interviews. There was a discussion about reaching and mentoring new artists. Ms. Zola seconded. Unanimously approved. 7. STAFF REPORT Ms. Martin shared highlights from the report. The report will be emailed to the Board. 8. OTHER BUSINESS Ms. Bauer shared that a Girl Scout Troup that submitted a mural design for Pianos About Town that wasn’t accepted have painted the mural for a piano at Syntax Distillery in Greeley. 9. ADJOURNMENT 5:15 PM Minutes approved by the chair and a vote of the Board/Commission on 8/16/2023
