Magnolia 4/19 /20 23 – MINUTES Page 1 1. CALL TO ORDER: 3:39 PM 2. ROLL CALL a. Board Members Present – Natalie Barnes, Kathy Bauer, Myra Powers, Renee Sherman, Heidi Shuff, Christopher Staten, and Nancy Zola b. Board Members Absent – None c. Staff Members Present – Ellen Martin, Liz Good, Libby Colbert, JD McCune, Mike Knox, Ray Dilbeck, Tim Sellers d. Cultural Resources Board Liaison – Leslie Walker e. Guests – James Lynxwiler 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES Ms. Barnes moved we accept the March 22 Minutes. Ms. Powers seconded. Unanimously approved. 6. NEW BUSINESS a. PEDESTRIAN PAVER PROJECT REVIEW Ms. Martin shared the background of the project and went over the selection process. JD McCune from Purchasing, Mike Knox and Ray Dilbeck from Streets were in attendance as part of the Selection Committee. Ms. Bauer moved that we accept 15 pavers as selected and 1 alternate. Ms. Zola seconded. Unanimously approved b. LAPORTE BRIDGES PROJECT Ms. Martin shared background for the project. Tim Sellers from Engineering, APP project manager Libby Colbert, and artist Jim Lynxwiler were in attendance to present the project. Tim Sellers introduced himself and the project that replaces two historic bridges next to Grandview Cemetery. Jim Lynxwiler presented the proposed artwork that adds concrete panels to the four columns ART IN PUBLIC PLACES REGULAR MEETING 4/19 /20 23 – MINUTES Page 2 of each bridge. The design includes images from the site’s rich history on the road facing side. This complements signage that will be added nearby through the Historical Preservation department. There will also be images of local birds on the remaining 3 sides of each column relating to Grandview Cemetery’s role as a certified Audubon Cooperative Sanctuary. The Board discussed the project and how well the artwork complements the design of the bridge and how it shares the site’s history. Ms Powers moved approval for the Laporte Bridges Project. Ms. Zola seconded Unanimously approved c. TRANSFORMER CABINET MURAL PROJECT REVIEW Ms. Martin shared the background for the project and went over the selection process. This is the most submissions APP has received since 2015. Selection Committee members submitted evaluation scores prior to the board meeting. The top finalists were presented at the Board meeting. In addition to the Board, JD McCune from Purchasing, JC Ward from Neighborhood Services, and Cheryl Wagner from Light and Power Utility were part of the Selection Committee. Only JD was in attendance. There was a tie for alternates 2-4 and the committee members present voted to rank the artists. The Board will discuss this project before posting the call next year. Ms. Zola moved we approve the 15 selected artists and 4 alternates Ms. Sherman seconded Unanimously approved 7. STAFF REPORTS Ms. Martin shared highlights from the report. It will be emailed to the Board. 8. OTHER BUSINESS a. Ms. Good shared about the upcoming exhibit in The Lincoln Center Art Gallery that features APP artists Joe Motive, Kristen Vohs, Diane Findley, Shawna Turner, and Chelsea Ermer. Also, Downtown Fort Collins Art Week will be April 29–May 6. 9. ADJOURNMENT 5:33 PM Minutes approved by the chair and a vote of the Board/Commission on 5/10/2023
