HomeMy WebLinkAbout2023 - Planning And Zoning Commission - Work PlanTO: Anissa Hollingshead, City Clerk FROM: David Katz, Chair Planning & Zoning Commission DATE: November 2, 2022 SUBJECT: Planning and Zoning Commission 2022 Summary & 2023 Work Plan Planning & Zoning Commission at a Glance •The Planning and Zoning Commission’s responsibilities include making recommendations to the City Council regarding zoning, annexations, land use code amendments, major public and private projects and any legislative or long-range planning activities (such as City Plan or subarea plans) that require Council approval. •The Commission is the final decision-making authority regarding land use proposals, including overall development plans, project development plans, major amendments and planned unit development master plans for projects under 640 acres in size. •The Commission is composed of seven volunteer members, with interest or expertise in land use planning, architecture, engineering, construction, historic preservation, real estate, and related fields. 2022 in Review The Planning & Zoning Commission continued to review a significant caseload of development applications in 2022. Due to the ongoing impacts of the COVID-19 pandemic, the Commission held hybrid work sessions and hearings through September 2022. With the lifting of the local declared emergency in October 2022, the Commission transitioned to fully in-person hearings. In addition to all regularly scheduled meetings, one additional special meeting was held in September 2022 to keep pace with the number of projects. The following projects were reviewed by the Commission between November 2021 and October 2022: •Treehouse Montessori – Minor Amendment •Timberline Church Property ODP- Overall Development Plan •2908 Timberline Road Multifamily Dwellings- Project Development Plan •Landmark Apartments Additional Bedrooms Minor Amendment •Mulberry and Greenfields PUD Master Plan •SweetWater Brewing Major Amendment •Strauss Lakes PUD Pre-Application Hearing •Ziegler-Corbett Overall Development Plan •Castle Ridge Group Home- Project Development Plan •Bucking Horse Park- Minor Amendment •Enclave at Redwood- Project Development Plan •NEWT 3 Pipeline SPAR •Northside Aztlan Community Center- Minor Amendment •Hoffman Mill Weigh Station- Minor Amendment •Chabad Jewish Center Extension Request •Fort Collins Nissan-Kia- Project Development Plan •Worthington Storage ODP and PDP- Overall Development Plan and Project Development Plan •Appeal of 3006 Rockborough Court •USC Entrance ADA Improvements MA- Major Amendment •Brick Stone Apartments on Harmony- Final Development Plan Extension •Heartside Hill ODP and PDP- Overall Development Plan and Project Development Plan •Bloom Filing Two- Project Development Plan •Lofts at Timberline Addition of Permitted Use •Flats at Hansen Farm- Project Development Plan The following decisions of the Commission were appealed to City Council to-date in 2022: •Sam’s Club Fuel Station Major Amendment and Addition of Permitted Use (Item originally heard by P&Z in 2021; decision upheld by City Council in 2022) In addition to project reviews within the Commission’s decision-making authority, the Commission also made recommendations to City Council on the following projects: Annexation: •Timber Lark Annexation and Zoning •Peakview Annexation No. 1 Plans, Policies, and Code Updates: •Three-Mile Plan 2021 Update •Land Use Code Amendment- Enclosed Mini Storage Unit Restriction in TOD Overlay •Land Use Code Phase 1 Update •Active Modes Plan The Commission also provided input on several projects, some of which are still underway. These policy items include: •Additions and Substantial Improvements in FEMA Floodplains City Code amendment •North College MAX Plan •15-minute city analysis •Wireless Code Update •1041 Regulations •East Mulberry Plan Update •Oil and Gas Code Updates •CSU Master Plan Update 2023 Initiatives and Ongoing Projects In addition to evaluating development proposals, the Commission anticipates committing time to a number of important policy issues in 2023, including: •Land Development Code Update: Phase 2 – The Commission will discuss and provide input on Land Development Code amendments, with the goal of implementing policy direction from City Plan, the Active Modes Plan, Our Climate Future, and other plans and policies. Priorities include calibrating the mix of employment and industrial land uses, promoting transit-supportive development, evolving forestry and water conservation requirements, updating building and site design standards, refining standards for the protection of historic and natural features, and improving the efficiency of review processes. •East Mulberry Plan Update and Annexation – The Commission will provide input and a recommendation on the update to the East Mulberry Plan, in anticipation of long-term annexation. This is a multi-year effort that began in 2019. •Oil and Gas Code Update – The Commission will provide input and a recommendation on refinements to the “reverse setback” requirements for oil and gas facilities in early 2023. •Water Adequacy Determination Process – The Commission will provide input on the creation of a formal process for evaluating water service and supply plans for development projects that propose a “non-standard” approach to water provision. •North College Corridor Plan Amendment and Rezoning – Following the creation of a new Manufactured Housing Zone district, staff has been pursuing rezoning projects to protect existing manufactured housing communities from redevelopment. One potential rezoning along North College may necessitate an amendment to the North College Corridor Plan. Both a rezoning and plan amendment would require a recommendation from the Commission to City Council, likely in conjunction with the North College MAX Plan. •Occupancy and Rental Licensing – The Commission will provide input on the potential establishment of a rental registration or licensing program, as well as potential changes to the existing Occupancy Ordinance.
