Magnolia 3/22 /20 23 – MINUTES Page 1 1. CALL TO ORDER: 3:33 PM 2. ROLL CALL a. Board Members Present – Natalie Barnes, Kathy Bauer, Myra Powers, Renee Sherman, Heidi Shuff, Christopher Staten, and Nancy Zola b. Board Members Absent – None c. Staff Members Present – Ellen Martin, Liz Good, Jim McDonald, Ken Sampley d. Cultural Resources Board Liaison – Not Present e. Guests – Andy Dufford, William Seal, Krisa Knott 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES Ms. Powers pointed out that the motion was missing from the 6.f. Midtown Corridor Project item. Ms. Powers moved to approve the minutes with the amendment of adding who made the motion for the Midtown Corridor Project Ms. Zola seconded. Unanimously approved 6. NEW BUSINESS a. STREAM REHABILITATION PROJECT Ms. Martin shared the background of the project. Ken Sampley, Director of Utilities Storm Water Engineering, presented an overview of the Stream Rehabilitation Program. Artist Andy Dufford and William Seal from Chevo Studios presented the artwork. The art project includes two components; a temporary portable artwork that will be located on site as the stream rehabilitation is under construction and permanent stone benches with carved water-inspired imagery that create seating areas to enjoy the rehabilitated streams. This project and budget include two permanent art-bench installations, one at confluence of Fossil/Mail Creek and one at Spring Creek in Edora Park. The Board discussed the text for the plaque. Ms. Bauer moved that we accept the proposed Chevo Studios Stream ART IN PUBLIC PLACES REGULAR MEETING 3/22 /20 23 – MINUTES Page 2 Rehabilitation project in conjunction with Utilities. Ms. Sherman seconded. Unanimously approved c. COLLEGE & TRILBY INTERSECTION Ms. Martin presented the project, which will upgrade and improve the intersection at College and Trilby. The reconstructed intersection will improve safety for current and future traffic levels and for growth in the region. Ms. Sherman moved that we look at using the pre-approved list of artists based on the estimated budget Ms. Powers seconded Unanimously approved b. PIANOS ABOUT TOWN REVIEW Ms. Martin reviewed the selection process. Krisa Knott with the Downtown Development Authority participated on the Selection Committee and was present at the meeting. The Selection Committee submitted their voting earlier. The top scoring submissions were shared in a presentation. There was a vote to rank the tied artists for alternates. Ms Zola moved to accept the top 13 designated and ranked alternates. Ms. Bauer seconded Unanimously approved 7. STAFF REPORTS Ms. Martin shared highlights from the report. It will be emailed to the Board. 8. OTHER BUSINESS a. There was a discussion about Transformer Cabinet Mural Artist and Pedestrian Paver selection for the April 19 Board meeting. b. There was a request to avoid selection review over the week of Spring Break in the future. c. There was a discussion about what materials are shared before the Board Meeting. It was discussed that the Board reviews project materials as an overview and will continue to receive materials at the meeting. 9. ADJOURNMENT 5:13 PM Minutes approved by the chair and a vote of the Board/Commission on XX/XX/XX MONTHLY UPDATES: BUS AND BUS SELTER ART: Staff is working on templates and fabricating the initial round. The first poster has been placed in the bus shelter near Avery Park. A second call will be issued once this round is installed. CARNEGIE CENTER FOR CREATIVITY, 200 Mathews St.: The project team will select an artist from the Design Consultant List. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team has selected finalists from Design Consultant List to interview. COLLEGE AVE. AND TRIILBY INTERSECTION: The project team will select an artist from the Design Consultant List. DOVETAIL PARK, near Nancy Gray and Miles House Aves.: Formerly known as Bucking Horse Park. Artist Joshua Wiener has installed the art work. The park is still under construction and will open this summer (see images). ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper is meeting with the team to develop art for the site. GARDENS ON SPRING CREEK TEMPOROARY ART INSTALLATION, 2145 Centre Ave.: The Gardens team interviewed artists for the 2023/2024 display and selected Colorado artist Jodie Bliss. GLENMOOR POND ENHANCEMENT, Taft Hill Rd. north of Elizabeth St.: Artist Lisa Cameron Russell is currently fabricating the artwork (see images). LAPORTE BRIDGES, Laporte Ave. between Grandview Ave. and Taft Hill Rd.: The team selected Jim Lynxwiler from the Design Consultant List. The artist is presenting the final design to the APP Board today. LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado artist. CI T Y O F FO R T CO LLI N S Art in Public Places Program Staff Report — April 19, 2023 Lisa Cameron Russell’s concept for Glenmoor Pond Project and the fence attachments being fabricated. The project is located Taft Hill Rd. north of Elizabeth St. MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Avenue to Mason Street: Artist Mark Aeling was selected for this project and is meeting with the team to develop the art for the site. PEDESTRIAN PAVER PROJECT: The 2022 designs are fabricated and being installed. The 2023 designs were selected today. PIANO PROJECT: 2023 artists have been notified. Anna Berman will be the first artist of the season and will paint May 3-15 at the Art in Action Tent on Mountain Ave. at the south end of Old Town Square. SIPHON OVERPASS, Power Trail between Harmony and Trilby: The project team will select an artist from the Design Consultant List. STORM DRAIN MURAL PROJECT, multiple sites: Artists have been selected. Painting will happen in the spring. STREAM REHABILITATION, multiple sites: Andy Dufford’s design for this project related to stream rehabilitation for multiple sites was approved by the APP Board and will be taken to City Council for final approval. TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List. TRANSFORMER CABINET MURALS: The 2023 artists were selected today. UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Artist Allie Ogg was selected by the project team. She is currently meeting with Utilities. VINE AND LEMAY: This project with artist Joshua Wiener was approved by City Council on December 20. The artist is currently fabricating the artworks. WATER RECLAMATION FACILITY, County Rd. 9 and Environmental Dr.: Artist Lisa Cameron Russell was selected for this project. When the design is finalized, it will be brought to the APP Board. WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP Board and will be taken to City Council for final approval. WATER TREATMENT FACILITY UTILITY CABINET MURALS, Laporte west of Overland Trail: The project team will select artists from the preapproved list of artists, who will develop mural concepts that will be approved by the project team and APP Board. WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter was selected for this project. The artist was meeting with the team to develop art for the site. The project is currently developing the budget and estimated to start meeting again in June. OTHER BUSINESS: UPOMING MEETING—MAY MEETING DATE IS MAY 10 • DESIGN CONSULTANT ARTIST SELECTION Joshua Wiener’s concept and installed artwork at Dovetail Park. The park is located at Miles House Ave.
