The Board is encouraged by the progress being made. However, it is clear that the gap for meeting the 2020 and 2050 goals set by Council, as outlined in Section VI of the update, is significant. To increase the potential for achieving the goals, the AQAB advises City Council to support broader and deeper community engagement through the allocation of funds toward those programs during this current budget cycle whose impact could help the city meet the established goals. This support should include: 1. Council support for the budget changes recently proposed by the AQAB. (See memo to City Council dated September 7, 2012 on “AQAB Recommendation on 2013/2014 Budget”.) 2. Council support for the broader set of budget proposals summarized by Appendix C of the         2011 Climate Status Report. (See http://www.fcgov.com/climateprotection/pdf/2011-cap- status-report.pdf .) 3. Support state, federal, NGO, and private strategies that reduce carbon emissions. The AQAB passed these recommendations unanimously (8-0-0) on September 17, 2012. Please contact me if you have any questions or want additional detail on the recommendations.
