HomeMy WebLinkAbout9/11/2012 - 2013-2014 Budget - Air Quality Advisory Board Environmental Services Department 215 North Mason PO Box 580 Fort Collins, CO 80522 970.221.6600 970.224.6177 Fax fcgov.com/environmentalservices M E M O R A N D U M TO: Mayor Weitkunat and Councilmembers FROM: Greg McMaster, Chair, Air Quality Advisory Board CC: Darin Atteberry, City Manager DATE: September 11, 2012 SUBJECT: AQAB Recommendation on 2013/2014 Budget ______________________________________________________________________________ The Air Quality Advisory Board (AQAB) held a special meeting 9/4/12 to review the City Manager’s Recommended 2013/2014 Budget released 8/31/12 to provide initial recommendations on the Environmental Health Result Area prior to the City Council work session on 9/11/12. The AQAB recommended unanimously (7-0-0) that Council adjusts funding as follows: FUND: # 9.3 Unified Carbon Accounting # 9.6-Healty Sustainable Homes Volunteer Coordinator # 104.3-Climate Wise KFCG Funding for these elements support the city’s goals consistent with the Air Quality Plan and Climate Action Plan as approved by Council. ADD FUNDING TO: # 197.2 KFCG Oil and Gas Liaison. Effects of oil and gas development in and around Fort Collins threaten to dramatically and permanently reduce the quality of life in our city. The funding for this offer seriously undervalues its importance and urgency. AQAB recommends the liaison position be funded at a much higher level and be given the responsibility to develop a strategy for working collaboratively with other government entities and industry to eventually accomplish the detailed objectives for the offer. # 127.1 – Mosquito Control. Restore the Backyard Inspection Program and Storm Drain management programs (about $8,000/yr) cut from this program in the prior budget cycle. To pay for these five offers we recommend funding be reduced by 0.2% from the High Performance Government category as a whole for both 2013 and 2014: REDUCE FUNDING: High Performance Government category as a whole (reduce by 0.2%) The AQAB discussed different options for reductions in funding, including not providing options and letting City Council best determine these reductions. However, we chose to recommend this Result Area for reduction as 1) there are many opportunities within this large category to find minor reductions for funding the above offers, and 2) it will increase the performance level of five offers to significantly improve our air quality long-term and benefit the citizens of Fort Collins.
