Mason PO Box 580 Fort Collins, CO 80522 970.221-6600 970.224-6177 - fax fcgov.com February 23, 2015 Mayor and City Council Members Tom Moore, Chair - on behalf of the Air Quality Advisory Board (AQAB) Fugitive Dust Control Ordinance — Council Review and Action requested At our regularly scheduled February 2015 meeting, the AQAB continued review of the draft Dust Prevention and Control Manual and Ordinance for control of fugitive dust in Fort Collins, prepared by the Environmental Services Department. As you know, the AQAB recommended' to Council on June 18, 2013, the development of a Fugitive Dust Control Plan for the City. The AQAB recommends that Council consider this item in March 2015. As evidenced by both our 2013 recommendation and this updated recommendation, we see the need for, and the benefits of dust control, both for the health of our citizens, and in keeping with the need for all citizens and businesses in Fort Collins to respect their neighbors by not causing fugitive dust to leave their property and cause impacts. The practices in the manual are appropriate and in line with those in place for a number of years in many western U.S. cities. They are neither overly costly nor invasive. As they are implemented, these practices will become standard procedure for businesses and citizens, and be little burden into the future, while improving quality of life in Fort Collins.
