CALL TO ORDER Chair Williams called the meeting to order at 6:03 PM. 2. AGENDA REVIEW Chair Williams reviewed the agenda. 4. CITIZEN PARTICIPATION 5. APPROVAL OF MINUTES – OCTOBER 2021 Gavaldon made a motion, seconded by Tupa, to approve the minutes of the October 2021 meeting as written. The motion was adopted unanimously. 6. UNFINISHED BUSINESS a. Spring Creek Trail at Mason Trail Geary stated she forwarded the information from the previous meeting on this topic to Parks Planning and Development which indicated it was aware of the need for improvements and stated they are based on funding and timing with CSU’s plans for development of the land. Peyronnin stated he would get the item on a CSU Bicycle Advisory Committee agenda 7. NEW BUSINESS a. Active Modes Plan Update – Courtney Geary, FC Moves & Trung Vo, Toole Design Group Cortney Geary, FC Moves, discussed the combination of the Bicycle Plan and Pedestrian Plan into this Active Modes Plan and provided information on the project team and schedule. She detailed the visioning process and results of the associated public outreach. Trung Vo, Toole Design Group, discussed the existing conditions information and crash data, noting walkers and bikers account for a disproportionately high number of deaths and injuries resulting from crashes. He discussed statistics related to trip data from the last travel survey completed in 2017. Gavaldon noted the cost of a car and licensing is prohibitively expensive in Amsterdam and the bicycling system and transit are much farther advanced than those of Fort Collins which may make those comparisons difficult. Geary commented on the importance of making walking, biking, and transit easier than driving. Mr. Vo discussed the analysis approach of project prioritization and implementation strategy. He commented on the pedestrian and bicycle analyses. Gavaldon commented on the importance of improving safety for bikes and pedestrians without disincentivizing cars. BICYCLE ADVISORY COMMITTEE TYPE OF MEETING – REGULAR 1 1 /2 2 /2021 – MINUTES Page 3 Geary discussed the existing conditions phase public outreach which has primarily been focused on the web-based mapping tool. She noted focus groups have occurred, including a primarily Spanish-speaking group and with middle schools, including an adaptive P.E. class, and survey drop boxes are located throughout the city. She stated the existing conditions report and project survey and online map results should be ready for review by December, with draft recommendations and plan prioritization criteria available in February, and a draft plan in May or June with a final plan ready in July. Krause commended the public outreach efforts and suggested expanding the education input based on Council priorities. He commented on ensuring all data collected is matched and examined from a broader perspective. Geary noted Nancy Nichols, Safe Routes to School coordinator, has been in touch with her P.E. teacher contacts to encourage them to complete the mapping survey and ask students their opinions as well. Krause asked if there is scaling related to the issues found in the mapping survey. Mr. Vo replied the first step involves determining gaps and appropriate facilities, then looking at individual feasible projects and their implementation. He stated the public engagement process is the most important at the recommendations development phase. Krause asked if data is collected related to traffic citations in areas that should be low-stress zones. Mr. Vo replied citizen requests for service is examined. Geary replied she has requested that data from Police Services and noted the North Front Range MPO’s Regional Active Transportation Plan included a recommendation to create a region-wide ‘near-miss’ database. She also noted cities are starting to move toward a systemic safety risk analysis as part of Vision Zero efforts. Tupa commented on bikes being more widely used in areas where population density is higher and suggested there could be specialized designs for areas with higher density in Fort Collins, such as near CSU. Mr. Vo commented on the examination of eight specific CSU corridors. Geary noted one of Council’s priorities is related to 15-minute neighborhoods and the offer for studying that was funded in the 2022 budget. Gavaldon stated Amsterdam should not be used as a comparable city and suggested using something more similarly sized and developed. He agreed with Tupa that higher-density areas should be considered differently and commented on difficulties with providing bicycle facilities on certain arterials. He also commented on Transfort not providing adequate service to get people to their destinations in a timely manner. He discussed the importance of a balanced approach and education and questioned how improvements will be funded. Mr. Vo clarified he is not comparing Fort Collins to Amsterdam. He stated the implementation strategies will closely involve anticipated funding. Geary discussed new recommendations for setting speed limits as part of Vision Zero. She also noted a transit funding study was just started. Dixon noted Bike Fort Collins vision is for Fort Collins to be the Amsterdam of the United States in an aspirational fashion. He suggested it may be appropriate to put arterials on road diets and provide infrastructure to allow for more cyclists and fewer cars. He also commented on much higher allocations for making roadway improvements for vehicles rather than infrastructure improvements for other modes. Chair Williams suggested possibly integrating a ‘like’ feature on the map rather than requiring comments. He suggested using Bike to Work Day for public input. Geary replied there will be a different mapping tool used in the recommendations phase that will include a ‘like’ feature. Gavaldon suggested placing a booth at CSU football games. b. BAC 2022 Work Plan Chair Williams provided a draft version of the Work Plan and stated it could be adopted in December or January. Gavaldon commented on the Transportation Board Work Plan and the importance of its alignment with the BAC Work Plan. He suggested looking at the language in the Transportation Board Work Plan regarding the budget. c. Vice Chair Nominations (**Secretary’s Note: This item was considered at the end of the meeting.) Gavaldon suggested Dixon would be a good candidate. Dixon stated he would consider it. 8. BOARD MEMBER REPORTS Tupa reported on the recent Parks and Recreation Board meeting and commented on its Work Plan. Dixon reported the asphalt art project is complete and discussed a CDOT proposal to place two-foot-wide shoulder extensions with rumble strips up Highway 14 from Ted’s Place toward Mishawaka. Peyronnin reported on the recent CSU Bicycle Advisory Committee meeting. Krause reported on the recent super issues board meeting. Webber reported on the recent Land Conservation and Stewardship Board meeting BICYCLE ADVISORY COMMITTEE TYPE OF MEETING – REGULAR 1 1 /2 2 /2021 – MINUTES Page 5 during which Geary provided a presentation on the Active Modes Plan. 9. OTHER BUSINESS a. Transportation Board Report Gavaldon commended the work of the Committee and stated it is an important group that needs to continue to be engaged. He reported on the recent Transportation Board meeting during which the Board discussed its Work Plan and the Active Modes Plan. He commented on involving the Tres Colonias area in the Active Modes Plan public input and discussed the need for additional Spin bikes in the area. He complemented Dixon on the Bike Fort Collins intersection work and encouraged that work to continue. He suggested including the Prospect and Mason intersection. b. Staff Liaison Report Geary thanked Gavaldon for his service on the Committee and stated she has received a number of comments on the Prospect and Mason intersection. She announced winter Bike to Work Day will be Friday, February 11th to align with the national and state Bike to Work Days. She noted the Shift Your Ride travel options budget offer was funded at $200,000 which will fund the travel demand management plan among other items. She stated the Drake and Hampshire signal should be activated just after Thanksgiving and noted it was funded by a CDOT Safe Routes to School grant. She discussed new positions available in FC Moves noting Amanda Mansfield will be leaving at the end of November. c. Future Agenda Items i. Joint meeting with Transportation Board – tentatively in February Chair Williams stated the tentative meeting with the Transportation Board will be February 16th. 10. ADJOURNMENT The meeting adjourned at 8:02 PM by unanimous consent.
