1. CALL TO ORDER –Meeting called to order by Melissa Rosas at 5:34 pm
2. ROLL CALL
a. Present: Elizabeth Grant, Shamera Loose, Melissa Rosas, Sally Lee, Allison Dineen
b. Board Members Absent: N/A
c. Staff Members Present: Lieutenant Frank Barrett, Assistant City Attorney II Aaron
Guin, Christine Macrina

3. AGENDA REVIEW – No changes
4. CITIZEN PARTICIPATION - None
5. APPROVAL OF MINUTES
a. October 12, 2022- Motion approved by Shamera Loose, seconded by Elizabeth
Grant, all were in favor motion passed unanimously.
6. UNFINISHED BUSINESS
a. Final 2023 CRB Work Plan - Modified to add Polygraph training to additional training
options – motion approved by Elizabeth Grant, seconded by Sally Lee – motion
passed unanimously
b. 2023 CRB Work Plan – motion approved by Shamera Loose, seconded by Allison
Dineen – motion passes unanimously
7. NEW BUSINESS
a. Voicemail: None
b. E-mail: None
c. Training: Mental Health Co-Responders
8. BOARD MEMBER REPORTS
9. OTHER BUSINESS
a. Information on boards/commissions using remote/hybrid - Judicial proceeding
commission must be in person. CRB is not a quasi-judicial committee and can
technically meet hybrid/remote. Aaron will look at the possibility of subcommittees
being remote.
b. PSU2022-038 is currently under review and may be available by the end of this
week or next week.
c. Subcommittee for cases PSU2022-032 and PSU2022-033 to be handled after CRB
meeting
