CALL TO ORDER Chair Williams called the meeting to order at 6:00 PM. 2. ROLL CALL (INTRODUCTIONS) BOARD MEMBERS PRESENT: CITY STAFF PRESENT: Anna Kelso Jordan Williams, Chair, At Large Member Dave Dixon, Vice Chair, Bike Fort Collins Mike Weber, Land Conservation and Stewardship Board Kevin Krause, Natural Resources Advisory Board Rob Owens, Transportation Board Katherine Chu, At Large Member Jonathan Crozier, Poudre School District Marcia Richards, Parks and Recreation Board David Hansen, Colorado State University Mark Houdeshelt, Air Quality Advisory Board Todd Dangerfield, Downtown Development Authority Ed Peyronnin, Campus Bicycle Advisory Committee (arrived late) ABSENT: David Kovach, Senior Advisory Board Whitney Allison, At Large Member Tim Anderson, Fort Collins Bike Co-op PUBLIC PRESENT: Nick Armstrong, Parks and Recreation Board BICYCLE ADVISORY COMMITTEE TYPE OF MEETING – REGULAR 8 /2 2 /2022 – MINUTES Page 2 3. AGENDA REVIEW Chair Williams stated there were no changes to the published agenda. 4. CITIZEN PARTICIPATION 5. APPROVAL OF MINUTES – JULY 2022 Chu made a motion, seconded by Dangerfield, to approve the minutes of the July 2022 meeting as written. The motion was adopted unanimously. 6. UNFINISHED BUSINESS a. Safety Stop Memo Chair Williams commented on the memo to the Transportation Board and Police Department regarding the safety stop legislation and coordination between the City and Campus Bicycle Advisory Committees. Hansen stated the University’s goal is to be in alignment with the City and Police to ensure coordination across the city and campus. Weber made a motion, seconded by Dixon, to endorse the safety stop memo as written with minor edits. The motion was adopted unanimously. 7. BOARD MEMBER REPORTS Krause reported the Natural Resources Advisory Board has discussed the Active Modes Plan and Land Use Code updates. Other members also reported their boards have received presentations on the Active Modes Plan. Dixon commented on upcoming events including Open Streets and Tour de Fat. Dangerfield reported on a meeting with Little Rock officials. 8. OTHER BUSINESS a. Transportation Board Report Owens reported the Transportation Board has focused on the same general items as has the BAC. b. Staff Liaison Report • Open Streets Geary reported on the upcoming Open Streets event. BICYCLE ADVISORY COMMITTEE TYPE OF MEETING – REGULAR 8 /2 2 /2022 – MINUTES Page 3 • Pitkin Advisory Bike Lane Geary reported Pitkin will be striped with advisory bike lanes the week of September 19th. • Annual Bike/Ped Counts Geary stated the annual bike/ped counts will be September 20th and 24th. • Asphalt Art Maintenance Geary stated maintenance will be done on the three asphalt art murals in the coming weeks. Kelso commented on the upcoming Shift Your Ride challenge for all municipalities within the North Front Range Metropolitan Planning Organization. c. Future Agenda Items • September 15th Special Meeting Chair Williams stated a special meeting has been added September 15th to discuss budget recommendations and the Active Modes Plan. • September 26th Regular Meeting Crozier commented on the lack of connectivity in the northeast part of town and suggested members visit the area. (**Secretary’s Note: The following discussion relates to the Committee’s tour of CSU bike infrastructure.) Hansen discussed his role at the University and commented on the history of the CSU Campus Bicycle Advisory Committee. He stated the University Master Plan will be updated over the next 18 months. Hansen commented on the educational component of introducing cycling rules and regulations to new freshman on campus. (**Secretary’s note: Peyronnin arrived at this point in the meeting.) Hansen commented on the platinum status of the city and campus related to bicycling and discussed bicycle-related data collection. Additionally, he discussed the funding of bicycle infrastructure, the Vision Zero plan, and bicycle theft issues on campus. Aaron Fodge, CSU, detailed bike theft issues and associated education efforts on campus. (**Secretary’s Note: Committee members took a tour of campus bicycle infrastructure at this point in the meeting.)
