A regular meeting of the Liquor Licensing Authority was held May 19, 2022, via Zoom Link, Associate
Judge Courtenay Patterson presiding.
Secretary’s Note: All applications were heard via Zoom.

Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
May 4, 2022, visiting 14 liquor licensed establishments of which 2 served the underage
operative: a failure rate of 14% for the evening.
May 12, 2022, visiting 173 liquor licensed establishments of which 2 served the underage
operative: a failure rate of 15% for the evening.
Liquor Enforcement Officer Ripsam stated that the overall failure rate is 17.2% so far for 2022.

Back Door Grill Fort Collins, 130 West Laurel Street
Stipulation Agreement Accepted
David Eliason, representative for Backdoor Burger Grill Fort Collins, LLC, stated he has had an
opportunity to review the stipulation agreement and that he has agreed to the terms.
Senior City Attorney Lopez-Filkins reviewed the terms of the stipulation agreement, noting the
Licensee agreed to a 30-day suspension, 10 days served (from start of business on April 17, 2022
through end of business on April 26, 2022), with 20 days held in abeyance for one year for violating
Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the service of an alcoholic beverage to a

Assistant Judge Patterson approved the findings, conclusion, and order, accepting the stipulation
agreement as presented for Burger Grill Fort Collins, LLC, dba Back Door Grill Fort Collins, 130
West Laurel Street.
Show Cause Hearing for The Loafing Shed, LLC, dba
Cacciatore at Heller’s Kitchen, 1939 Jessup Drive, Suite 110 & 130
Stipulation Agreement Accepted
Mick Occhiato, representative for The Loafing Shed, LLC, stated he has had an opportunity to review
the stipulation agreement and that he has agreed to the terms.
Senior Assistant City Attorney Lopez-Filkins reviewed the terms of the stipulation agreement, noting
the Licensee agreed to a 30-day suspension, 10 days served (from start of business on May 23, 2022
through end of business on June 1, 2022), with 10 days held in abeyance for one year for violating
Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the service of an alcoholic beverage to a
person under the age of twenty-one years and for violation of Liquor Authority’s Order and Stipulated
Agreement dated August 19, 2021.

Stipulation Agreement Accepted
Matt Hoeven, representative for Bowl Fort Collins, LLC, stated he has had an opportunity to review
the stipulation agreement and that he has agreed to the terms.
Senior Assistant City Attorney Lopez-Filkins reviewed the terms of the stipulation agreement, noting
the Licensee agreed to a 15-day suspension, 5 days served (paid $1158.41 fine in lieu of suspension),
with 10 days held in abeyance for one year for violating Colorado Liquor Code Section 44-3-
901(1)(b)(I) prohibiting the service of an alcoholic beverage to a person under the age of twenty-one
years.

Carl Ream, attorney representing Mewabote, Inc., stated this location was previously a liquor store. In
response to questions from Liquor Enforcement Officer Ripsam, Mr. Ream stated the diagram that
was submitted with the application is how the applicants will set up the premise. Ms. Sitaula, also
representative for Mewabote, Inc., was sworn and stated they have expanded the premises from what
the previous licensee had.
Carol Johnson, representative for LiquorPros, was sworn. She briefly described her background and
how the survey was conducted. Ms. Johnson stated the results of these petitions indicates strong
support for this application.
Assistant Judge Patterson adopted Resolution 2022-012 approving a retail liquor store application
from Mewabote, inc., dba All Season Liquor at 2724 South College Avenue.
New Application from CC’s Flowers, LLC, dba
CC’s Flower Truck, 1918 Jessup Drive, Suite 120, Approved
Caitlin Dunnagan, representative for CC’s Flowers, LLC, was sworn. She briefly described her
background and that she is TIPs certified. Ms. Dunnagan stated all her employees will be TIPs trained
prior to be allowing to serve alcohol to their patrons.
Ms. Dunnagan briefly described the petitioning process and that the results indicate strong support
for this application.
Assistant Judge Patterson adopted Resolution 2022-013 approving a beer and wine license application

Enforcement Officer Ripsam, he provided details of the licensed premises.
Mr. Baker briefly described his petitioning process and that the results indicate strong support for this
application.
Assistant Judge Patterson adopted Resolution 2022-014 approving a hotel-restaurant liquor license
application from Pizza FoCo, LLC, dba The Corner Slice, 172 North College Avenue, Suite C.
New Application from Rainmaker Cider, LLC, dba
Locust Cider, 200 Walnut Street, Suite A, Approved
Adam Stapen, attorney representing Rainmaker Cider, LLC, stated his clients are ready to proceed.
David Jensen, also representative for Rainmaker Cider, LLC, was sworn. Mr. Stapen stated this
licensee has not had any violations. He stated this application is in response to customers requesting
alcoholic beverages beyond wine.
Carol Johnson, representative for Liquor Pros, briefly described her background and how the survey
was conducted. She stated these results indicate strong support for this application.
Assistant Judge Patterson adopted Resolution 2022-008 approving a beer and wine application from
Rainmaker Cider, LLC, dba Locust Cider, 200 Walnut Street, Suite A.

Prost Brewing Company, 1510 South College Avenue, Approved
Joe Deline, representative for Prost Biergarten Fort Collins, LLC, was sworn. He stated that they
currently have a State issued license and have requested this class of license to better serve their
customers.
Mr. Deline briefly described the petitioning process and that the results indicate strong support for
this application.
Assistant Judge Patterson adopted Resolution 2022-015 approving a brew pub application from Prost
Biergarten Fort Collins, LLC, dba Prost Brewing Company at 1510 South College Avenue.

Vinh Nguyen, representative for RoyCe Spa, LLC, was sworn. In response to questions from the
Authority, Mr. Nguyen stated there is no additional liquor storage; that the diagram he submitted is
an exact representation of his licensed premise.
