Secretary’s Note: All applications were heard via Zoom. Staff in attendance: Jenny Lopez-Filkins Senior City Attorney II Holly Coulehan, Assistant City Attorney II Ethan Doak, Assistant City Attorney II Carrie Ripsam, Liquor Enforcement Officer Aimee Jensen, Deputy City Clerk Consent Agenda Approved:  Exchange Common Consumption Area Adding Coppermuse and Crooked Stave.  Exchange Common Consumption Area Renewal Application.  Exchange Common Consumption Are Adding Blendings. Liquor Enforcement Update Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random compliance checks:  June 13, 2022, 2022, visiting 23 liquor licensed establishments of all of which passed. Liquor Enforcement Officer Ripsam stated that the overall failure rate is 14.69% so far for 2022. He briefly described the proposed changes, stating they are adding this additional patio area at the request of their patrons. He stated the sidewalk is privately owned. Chief Judge Hueser approved the modification of premise application from B2W, LLC, dba Grey Rock Sports Grill, 925 West Horsetooth Road. Modification of Premise Application from MuMu, LLC, dba High Point Bar, 146 North College Avenue, Approved Rick Halter, representative for MuMu, LLC, stated this is a request to permanently include the back patio area as part of their licensed premise. Chief Judge Hueser approved the modification of premise application from MuMu, LLC, dba High Point Bar, 146 North College Avenue. Modification of Premise and Sidewalk Service Area Permit Application from Zaandam, LLC, dba Pour Brothers, 220 Linden Street, Approved Kristine Wygmans and David Wygmans, representatives for Zaandam, LLC, briefly described the requested changes to their licensed premise. Ms. Wygmans stated that they will post signage warning patrons to not remove alcohol from the patio area. She stated they will have front-of-house staff that will be servicing that area. Chief Judge Hueser approved the modification of premise and sidewalk service area permit application from Zaandam, LLC, dba Pour Brothers, 220 Linden Street. Modification of Premise Application from Cabana, LLC, dba Rally 5, 2310 East Harmony Road, Suite 101 and, 2350 East Harmony Road, Suite 103 & 104, Approved Chris Joseph and Steve Lauer, representatives for Cabana, LLC, stated they will be including the entire sidewalk as well as the adjacent unit as part of their licensed premise. Chief Judge Hueser approved the modification of premise from Cabana, LLC, dba Rally 5, 2310 East Harmony Road, Suite 101 and 2350 East Harmony Road, Suite 103 & 104. In response to questions from the Authority, Mr. Liskowski described the scanning technology they will be using at this location to check id’s. Mr. Liskowski briefly described the petitioning process, stating the results show strong support for this application. Chief Judge Hueser adopted Resolution 2022-017 approving a hotel-restaurant liquor license application from HFS Restaurants, Inc., dba Half Fast Subs, 649 South College Avenue, Suite B. New Hotel-Restaurant Liquor License Application from Mas Fuegos, LLC, dba Mas Fuegos, 2350 East Harmony Road, Suite 101 and 105, Approved Steve Lauer, representative for Mas Fuegos, LLC, stated that any employee found in violation of the liquor code is immediately terminated and that all employees will be required to be TIPs certified prior to serving alcohol. Mr. Lauer also stated they employ Bars, a self-check service to make sure waitstaff is carding patrons. Austin Gemmel, representative for Oedipus, Inc., was sworn. He briefly described the petitioning process and that the results show strong support for the application. Chief Judge Hueser adopted Resolution 2022-018 approving a hotel-restaurant liquor license application from Mas Fuegos, LLC, dba Mas Fuegos, 2350 East Harmony Road, Suite 101 and 105.
