LIQUOR LICENSING AUTHORITY MINUTES
Special Meeting. – June 3, 2021

A special meeting of the Liquor Licensing Authority was held June 3, 2021 in Municipal Court, 215
North Mason Chief Judge Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.
Staff in attendance: Bronwyn Scurlock, Assistant City Attorney II
Carrie Ripsam, Liquor Enforcement Officer
Aimee Jensen, Deputy City Clerk

Minutes from the May 20, 2021 meeting.
Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
May 25, 2021, visiting 15 liquor licensed establishments of which 4 served the underage
operative: a failure rate of 26.6 %.
New Application for a Hotel-Restaurant Liquor License
from LC Tacos Fort Collins, LLC dba
LC Tacos Tequila/Los Chingones, and
Registration of Mark Havens as Manager, Approved
Dan Carr, attorney representing LC Tacos Fort Collins, LLC, stated his client is ready to proceed.
Mark Havens, manager applicant, and Troy Guard, representative for LC Tacos Fort Collins, LLC,
were both sworn.
Mr. Carr briefly described the history and background of Mark Havens and Troy Guard, emphasizing
that Mr. Havens successfully operated a restaurant across the street from Colorado State University.
Mr. Haven’s stated that any employee found in violation of the liquor code will be immediately
terminated.

Eva Garretson, representative for Liquor Pros, was sworn. Ms. Garretson briefly described the
petitioning process, stating the results of the survey indicate strong support for this application.
Judge Hueser adopted Resolution 2021-015 approving a hotel-restaurant liquor license application
from LC Tacos Fort Collins, LLC, dba LC Tacos y Tequila/Los Chingones, 3541 East Harmony
Road, #110.
