LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – September 1, 2022

A regular meeting of the Liquor Licensing Authority was held September 1, 2022, in via Zoom Link,
Chief Judge Jill Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.
Staff in attendance: Holly Coulehan, Assistant City Attorney II
Carrie Ripsam, Liquor Enforcement Officer
Aimee Jensen, Deputy City Clerk
Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
On August 24, 2022, visiting 15 liquor licensed establishments of which 1 served the underage
operative a failure rate of 6.67% for the night.
Liquor Enforcement Officer Ripsam stated that the overall failure rate is 14.34% for 2022.
Sidewalk Service Area Permit Application from
Shellabella Enterprises, Inc., dba Domenic’s,
931 East Harmony Road, #3,
Continued to September 15, 2022, Hearing
Brian Tessari, representative for Shellabella Enterprises, Inc., responded to questions from the
Authority, and Holly Coulehan, Assistant City Attorney II.
Chief Judge Hueser stated this application will be considered at the regularly scheduled hearing on
September 15, 2022.
