LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – July 21, 2022

A regular meeting of the Liquor Licensing Authority was held July 21, 2022, in via Zoom Link, Chief
Judge Jill Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.

Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
June 29, 2022, visiting 16 liquor licensed establishments of which 2 served the underage
operative: a failure rate of 12.5%.
July 12, 2022, visiting 9 liquor licensed establishments of which 3 served the underage
operative: a failure rate of 33%.
July 20, 2022, visiting 17 liquor licensed establishments of which 1 served the underage
operative: a failure rate of 14.81%.
Liquor Enforcement Officer Ripsam stated that the overall failure rate is 14.81% for 2022.

7-Eleven Store 13171A, 505 South Shields Street,
Stipulation Agreement Accepted
Faiq Majeed, representative for T.J. Majeed, Inc./7-Eleven, Inc., stated he has had an opportunity to
review the stipulation agreement and that he has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 30-day suspension, 10 days served (from start of business on July 25, 2022 through end of
business on August 3, 2022), with 20 days held in abeyance for one year for violating the Authority’s
Order and Stipulated Agreement dated October 21, 2021.

Chief Judge Hueser approved the findings, conclusion, and order, accepting the stipulation agreement
as presented for T.J. Majeed, Inc./7-Eleven, Inc., dba 7-Eleven Store 13171A, 505 South Shields
Street.
Show Cause Hearing for KWS Liquors, Inc., dba
Cottonwood Liquors, 3645 South College Avenue,
Stipulation Agreement Accepted
Keith Smalley, representative for KWS Liquors, Inc., stated he has had an opportunity to review the
stipulation agreement and that he has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $4050.33 fine in lieu of suspension), with 10 days
held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I)
prohibiting the service of an alcoholic beverage to a person under the age of twenty-one years.
Chief Judge Hueser approved the findings, conclusion, and order, accepting the stipulation agreement
as presented for KWS Liquors, Inc., dba Cottonwood Liquors, 3645 South College Avenue.

Stipulation Agreement Accepted
Rosalina Mireles, representative for El Pueblito, Inc., state she has had an opportunity to review the
stipulation agreement and that she has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

as presented for El Pueblito, Inc., dba El Pueblito, 4619 South Mason Street, Unit C-8.

T. James Dunn stated he has had an opportunity to review the stipulation agreement and that he has
agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the

Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $1031.39 fine in lieu of suspension), with 10 days
held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I)
prohibiting the service of an alcoholic beverage to a person under the age of twenty-one years.

agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

Modification of Premise Application from

Chipper’s College Lanes,
830 North College Avenue, Approved
Matt Hoeven, representative for Bowl Fort Collins, LLC, stated this is a request to make their
temporary COVID modification of premise permanent, as well as expand on that patio.
Chief Judge Hueser approved the modification of premise application from Bowl Fort Collins, LLC,
dba Chipper’s College Lanes, 830 North College Avenue, contingent upon approval from the City’s
Engineering Department approves their Minor Amendment application.
Sidewalk Service Area Permit Application from
The Regional Fort Collins, LLC, dba The Regional,
130 South Mason Street, Approved
CJ Gladstone, representative for The Regional Fort Collins, LLC, stated this request is to temporarily
extend the ability for outdoor service.
Chief Judge Hueser approved the sidewalk service area permit application from The Regional Fort
Collins, LLC, dba The Regional, 130 South Mason Street.
Temporary Modification of Premise Application from
B&B’s Pickle Barrel, Inc., dba B&B’s Pickle Barrel,
122-124 West Laurel Street, Approved
Mike DiTullio, representative B&B’s Pickle Barrel, Inc., stated this request is to allow use their parking
lot temporarily for a one-day festival August 27, 2022 from 12:00 p.m. to 5:00 p.m. In response to
questions from the Authority, Mr. DiTullio briefly described the proposed changes.
Chief Judge Hueser approved the temporary modification of premise application from B&B’s Pickle
Barrel, Inc., dba B&B’s Pickle Barrel, 122-124 West Laurel Street.

New Hotel-Restaurant Liquor License Application from
Fieldhouse Partners, Inc., dba Fieldhouse at The Fort,
221 East Mountain Avenue, Suite 120, Approved
Andrew Campbell, representative for Fieldhouse Partners, Inc., was sworn. In response to questions
from the Authority, Mr. Campbell detailed the licensed premise.
Eva Garretson, representative of LiquorPros Petitioning, was sworn. Ms. Garretson briefly described
the petitioning process, indicating that these results indicate strong support for this application.
Chief Judge Hueser adopted Resolution 2022-019 approving the hotel-restaurant liquor license from
Fieldhouse Partners, Inc., dba Fieldhouse at The fort, 221 East Mountain Avenue, Suite 120.
