LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – June 17, 2021

A regular meeting of the Liquor Licensing Authority was held June 17, 2021, in Municipal Court, 215
North Mason Chief Judge Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.

Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated there is no update at this time.
Show Cause Hearing for Chipotle Mexican Grill, Inc., dba
Chipotle Mexican Grill, 2120 East Harmony Road, Suite 107,
Stipulation Agreement Accepted
Brian Proffitt, attorney representing Chipotle Mexican Grill, Inc., stated they have agreed to the terms
of the stipulation agreement.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine lieu of suspension), with 10 days held in
abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.
Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as
presented for Chipotle Mexican Grill, Inc., dba Chipotle Mexican Grill, 2120 East Harmony Road,
Suite 107.

Tony Schnee, representative for T.I.P., LLC, stated he has agreed to the terms of the stipulation
agreement.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $1079.16 fine lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.
Judge Hueser approved the findings, conclusion and order, accepting the stipulation agreement as
presented for T.I.P., LLC, dba The Irish Pub, 2439 South College Avenue.

Hugo Caballero, representative for Las Isabeles, LLC, stated he has agreed to the terms of the
stipulation agreement.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $2176.83 fine lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

stipulation agreement.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $3225.61 fine lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $1026.08 fine lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

Michael Ruvolo, representing Green Screens, LLC, stated he has agreed to the terms of the stipulation
agreement.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $1182.09 fine lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

Manager Registration Application from
Fort Collins Entertainment, LLC, dba
The Aggie Theatre, 204 South College Avenue, Approved
Dalton Latham, manager applicant, briefly described his background. He stated any patron ordering
an alcoholic beverage that appears to be under the age of 40 is carded and that they no longer accept
vertical id’s. Mr. Latham stated that they are requiring all employees to be achieve ServSafe
certification. He stated any employee intentionally violating the liquor code will be immediately
terminated.
Judge Hueser approved the manager registration application from Fort Collins Entertainment, LLC
dba The Aggie Theatre, 204 South College Avenue.
Transfer of Ownership Application from
Nasib Abrielle, Inc., & 7-Eleven, Inc., dba
7-Eleven Store 35506B, 3045 West Prospect Road, Approved
Kevin Coates, attorney representing Nasib Abrielle, Inc., & 7-Eleven, Inc, stated they are ready to
proceed.
Mr. Coates briefly described the nature of this transaction, and the training 7-Eleven employees are
required to complete before being allowed to sell fermented malt beverages. Cheryl Alkhettab, also
representative for Nasib Abrielle, Inc., stated she has never had a liquor violation and that any
employee found in violation of the liquor code would be immediately terminated.
Judge Hueser approved the transfer of ownership application from Nasib Abrielle, Inc., & 7-Eleven,
Inc., dba 7-Eleven Store 35506B, 3045 West Prospect Road.
New Hotel-Restaurant Liquor License
Application from Post Fort Collins, LLC, dba
Post Chicken and Beer, 1002 South College Avenue Approved
David Query, managing member, and Jen Broyles, project manager, were sworn. Ms. Broyles
described the type of establishment they intend to have at this location, stating they are primarily a
restaurant and will not be open late in the evening. Mr. Query stated this organization owns multiple
restaurants within Colorado and that none of them have had a liquor code violation. In response to
questions from the Authority, he detailed the premises.
Eva Garretson, representative for LiquorPros, was sworn. Ms. Garretson briefly described the
petitioning process, stating that the results show strong support for this application.
Thomas and Cindy Laupa, parties in interest, were sworn. They both expressed concern with having
a liquor licensed establishment so close to their home.
Judge Hueser adopted Resolution 2021-012 approving a hotel-restaurant liquor license from Post Fort
Collins, LLC, dba Post Chicken and Beer at 1002 South College Avenue.

New Hotel-Restaurant Liquor License Application from
Sapphire Events, LLC, dba Sapphire Events, at
2145 Centre Avenue, Approved
Connie Matsuda and Kenji Matsuda, representatives for Sapphire Events, LLC, were sworn. Ms.
Matsuda stated this license is for the City’s Garden’s on Spring Creek facility and that they hold the
concession agreement with the city for the Lincoln Center and the Discovery Museum. She stated
they have never had a liquor code violation and that any employee found in violation of the liquor
code would be immediately terminated.
Eva Garrettson, representative for Liquor Pros, was sworn. Ms. Garretson briefly described the
petitioning process, stating that the results show strong support for this application.
Judge Hueser adopted Resolution 2021-013 approving a hotel-restaurant liquor license application
from Sapphire Events, LLC, dba Sapphire Events, 2145 Centre Avenue.
New Application Hotel-Restaurant Liquor License Application
From Ciao Vino Fort Collins, dba Ciao Vino Fort Collins,
255 Linden Street, Approved
Antonio Race, representative for Ciao Vino Fort Collins, was sworn. In response to questions from
the Authority, Mr. Race addressed issues on his Individual History Record. Mr. Race stated Ciao Vino
will primarily be a restaurant and that any employee found in violation of the liquor code would be
immediately terminated. He briefly described the petitioning process, stating that many people
expressed support for his application.
Judge Hueser adopted Resolution 2021-014 approving a hotel-restaurant liquor license application
from Ciao Vino Fort Collins, dba Ciao Vino Fort Collins, 255 Linden Street.
