1.CALL TO ORDER- Meeting called to order by Melissa Rosas at 5:31 p.m.
2.ROLL CALL-
a. Present: Elizabeth Grant, Mark Partridge, Shamera Loose, Melissa Rosas, Sally
Lee, Allison Dineen,
b.Board Members Absent: Todd Newhouse
c.Staff Members Present: Lt. Frank Barrett (FCPS), Christine Macrina
d.Guests: None
3.AGENDA REVIEW
4.CITIZEN PARTICIPATION- N/A
5.APPROVAL OF MINUTES-
a. May 11, 2022 Motion to approve by Shamera, second by Mark,
unanimous.
6.UNFINISHED BUSINESS -
a.Voicemail: None
b.E-mail: None
c.Formal vote to implement citizen review board document in annual report stating case
review agree or disagree with the fc internal affairs investigations. Elizabeth 2nd motion
Shamee disagrees.
7.NEW BUSINESS -
a.Review Materials to be distributed to new Board-members.
b.Celebrate Mark Partridge. Certificate of appreciation awarded to Mark Partridge
for serving on the Citizen’s Review Board since 2016.
8.BOARD MEMBER REPORTS -
a.Sally discussed FPD ride along.
b.Sally suggested board sending thank you card to send to K9 Sergeant Sean Giddings
for the information he shared at April’s board meeting.
c.Mellissa to bring card for Sean to next month meeting.
d.Allison remarked on last month’s training.
e.Christine to provide PDF handout from training.
f.Lt. Barrett gave brief overview of training material.
9.OTHER BUSINESS-
a. Mellissa-police dept transparency page linked to citizens review board page still in
process. Alice to send email to Jenny regarding transparency in publication of Review
Board decisions of Internal Affairs cases. Lt. Barrett advised Review Board decision is
not the final decision regarding cases.
b.Welcome Lt. Frank Barrett (FCPS)
c.Elizabeth-Interested in having more Core trainings
d.Christine-Received email from City Clerk’s Office regarding Periodic Review (due every
7 years) for council review. Christine advised has been completed and will send out to
the board.
e.Melissa-discussion of implementing hybrid board meetings
