HomeMy WebLinkAboutSenior Advisory Board - Minutes - 05/11/2022 1 City of Fort Collins Senior Advisory Board Minutes Wednesday May 11, 2022 at 11:30 a.m. Virtual Meeting on Zoom Fort Collins, Colorado Mission: The Senior Advisory Board shall serve in an advisory capacity to the Fort Collins City Council on programs and policies that help aging citizens live full and interesting lives and continue to contribute, participate, and share in the life of the community. I. Call to Order: 11:35 am call to order II. Guest introductions III. Public Participation: Mayor Pro Tem Emily Francis, Council Members Tricia Canonico, Susan Gutowsky, and Shirley Peel, Interim City Manager Kelly DiMartino, PAFC Executive Director Lorye Mcleod, Chair Larimer County Office on Aging Advisory Council, Sharon Courtney; Mobility Manager North Front Range MPO, Cory Schmidt, Marketing Director, 50 Plus Media Soliutions Inc., Robert Larson, and community members Dr. Janet Seeley, Phyllis Beck, Gabriella Rivera and Renee Shaw IV. Administrative Items a. Attendance: Alan Kress, Alicia Durand, Nancy Luttropp, Jeanne Hoag, Deanna O’Connell, Myles Crane, Mary Roberts, Betsy Emond staff liaison and Lisa Hays Excused absence David Kovach b. Minutes: Approval of minutes unanimous. c. Correspondence d. Calendar IV. New Business: SAB Attendance at Recent Council Meetings May 10th - Alicia reported on her attendance.  Complemented City Council regarding their numerous functions and responsibilties  Meeting focused on 3 priorities of the key 31 priorities o Traffic, Safety for the vulnerable road user, speeding and road noise. o Air Quality use of outdoor fire pits as well as transportation o Waste Reduction and Recycling – new plastic bag ban, etc. April 26th – Myles reported on his attendance at Boards and Commissions work session.  Discussion and suggestions for Council’s consideration included: o Term limits of 8 years o Service terms of 1, 2 and 4 years o Candidate interview once or twice per year o Training for chairs, vice chairs and Board members o How boards can work together and possibly combine to meet quorum. o Discussing the role of Council liaison o SAB will discuss at its June 8th in person meeting and subsequently develop recommendations for Council’s consideration 2 V SAB Member Bio – Deanna O’Connell  Has been a board member for two years  Works at UC Health in community health as a dietician, works with underserved communities.  When the pandemic hit in 2020 UC Health executed its plan within the incident command center.  Her position was redeployed to screening people to supply needs etc.  In 2021 as the pandemic was taking a toll on the healthcare industry she was redeployed to the ICU. Very difficult time for healthcare workers and families.  Personal – 3 grown children. Likes to hike, garden, farm to table, everything outdoors. V. Today’s Guest Speakers Sue Ballou PAFC Chair and with Katy Mason Co-Chairs PAFC Housing Priority Group  PAFC priority groups – mobility & access, health and wellness, culture of aging and housing  Presented video addressing statistics and missing middle housing Ted Shepard –  Conventional zoning which has been around since the 1950’s does not address the need for missing middle housing. (Duplex/Fourplex etc.)  Builders and developers shy away from missing middle housing in favor of platted lots with necessary utilities, etc.  Important to look at possible zoning changes to allow for more middle missing housing to be developed.  The thought is that this housing would be very popular if made available. Katy Mason –AARP funded the production of a book for planning departments and other entities that may produce middle missing housing  The also funded a study here in Fort Collins and in Denver that came away with recommendations of how to increase middle missing housing with minor zoning changes. One key message from each speaker  Katy – Our housing stock does not match our current population, important when looking to the future to determine if there can be changes to the type of housing Fort Collins offers.  Sue – Choice is important, cost is important. We must look for new ways to provide affordable housing  Ted – Integrate missing middle housing into current housing rather than creating pods of missing units. 3 Sue Beck-Ferkiss, Fort Collins Social Policy and Housing Program Manager City Plan addresses  Making the most of the land we have left  Taking steps to support a healthy and resilient economy  Encouraging more housing options  Expanding transportation and mobility options  Maintaining our focus on climate action Six challenges  Price escalation  There aren’t enough affordable housing options  Current amount of funding for affordable housing does not meet our goals  Housing is expensive to build  It is difficult to predict the lasting effects of covid  Housing policies have not consistently addressed housing stability VII Ongoing initiatives Affordable Housing Board - Mary None PAFC Housing Priority Group – Alan/Nancy None Health and Wellness – Deanna None Transportation – Alicia None Senior Center Updates – Betsy – Wonderful SOAPE performances are now back. VIII Neighborhood Livability Activities Community Outreach: Survey Update Survey response indicates that 50% or less of surveyed seniors have computer access. More details next month.
