ROLL CALL • Commissioners Present: Greg Steed (Vice Chairperson), Kent Bruxvoort, Tyler Eldridge, Randy Kenyon, Paul Herman, Rick Kahn • Commissioners Absent - Excused: Jason Tarry, Jordan Radin, John Primsky • Staff Members Present: Mark Kempton, Kendall Minor, Lance Smith, John Song • Members of the Public: Kaori Keyser 3. AGENDA REVIEW • Vice Chairperson Greg Steed briefly summarized items on the agenda 4. COMMUNITY PARTICIPATION • None 5. APPROVAL OF MINUTES VICE CHAIRPERSON STEED ASKED FOR COMMENTS AND REVISIONS ON THE FEBRUARY 17 MINUTES. Commissioner Bruxvoort moved to approve the February 17 minutes with one spelling correction. Commissioner Kenyon seconded the motion. Vote on the motion: it passed unanimously, 5-0, with Commissioner Eldridge abstaining as he was absent from the February 17 meeting. 6. NEW BUSINESS a. Staff Reports (Attachments available upon request) i. Financial Monthly Report Financial Planning and Analysis Director Lance Smith conducted a thorough walk through of February’s Financial Monthly Report. He provided explanations of certain portions of the report in order to highlight important WATER COMMISSION REGULAR MEETING 03/17/2022 – MINUTES Page 2 information and trends for the Commissioners to be able to best appreciate the provided data. ii. Water Resources Monthly Report (meeting packet only) Discussion Highlights A commissioner asked why Halligan Reservoir is not listed as a storage in the report. Staff Liaison Mark Kempton clarified that the City owns the dam itself, but does not own any storage in the reservoir; the North Poudre Irrigation Company currently owns the water found in Halligan. Another commissioner inquired about the reason for the significant discrepancy between the Horsetooth Reservoir being 95% full while others such as the Colorado-Big Thompson (CBT) Reservoir or Joe Wright Reservoir are reported to be about 70%. Mr. Kempton responded that Northern Water operates the CBT system in such a way that they’ll move water from the west slope to the east slope and fill Horsetooth Reservoir in order to later capture the runoffs that will be coming in the next 2-3 months in the western slope reservoirs. iii. Utilities Executive Director Quarterly Update In lieu of a formal update, Kendall Minor introduced himself to the Water Commission as the new Utilities Executive Director, who just began his position in late February of this year. He shared about his career history, experience, and knowledge of varying Utilities functions. He relayed some of vision as he embarks on his new position and expressed his hopes to work alongside the Water Commission to serve the community of Fort Collins. 7. COMMISSIONER REPORTS None 8. OTHER BUSINESS a. Poudre Headwaters Project – Use of Rotenone to Reestablish Native Greenback Cutthroat Trout Commissioner Rick Kahn shared about the U.S. Forest Service’s plans to reintroduce the native greenback cutthroat trout into Cache la Poudre watershed, a threatened species under the Endangered Species Act. The process will involve the use of rotenone to remove non-native trout, and a representative of Forest Service will soon present to the Commission to further explain the process. b.
