HomeMy WebLinkAboutCommunity Development Block Grant Commission - Minutes - 01/11/2001-- CITY OF FORT COLLINS COMMUNITY DEVELOPMENT BLOCK GRANT Meeting Minutes January 11, 2001 Phil Majerus, Chair Alfred Flores, Vice Chair Bill Bertschy, City Council Liaison The meeting of the Community Development Block Grant Commission was called to order by Chairman Phil Majerus, beginning at 6:35 p.m., at 281 North College Avenue, Fort Collins, Colorado. Board members present included: Chairman Phil Majerus, Vi Guthrie, Brett Hill, Tia Molander, Jennifer Molock, Dennis Vandenheiden, Cheryl Zimlich, and Terri Bryant. Staff present: Ken Waido, Jackie Davis, Maurice Head, Julie Smith, and Stacy Kelley. APPROVAL OF MINUTES Moved by Ms. Guthrie, seconded by Ms. Molock: To approve the minutes of December 14, 2000. Mr. Waido noted that the Food Bank item needed to be resurrected for this meeting. Motion approved unanimously. HOUSING AND CDBG COMPETITIVE PROCESS PUBLIC HEARING Mr. Waido introduced the slide show and gave general guidelines to the speakers. Salient points of the slide show: Two cycles: Spring for CDBG and fall for HOME and the City's Affordable Housing Funds. Applications for spring are due on February 22. Staff uses a set of review criteria and produces a numerical ranking to generate discussion by the Commission. The Affordable Housing Board reviews housing applicants and makes recommendations as well. There are two applications forms: One for housing proposals; one for non-housing proposals. Definitions of affordable housing. Rent: Affordable if occupied by a family with an income equal or below 80% of AMI with no more than 30% of income going to total housing costs. Ownership: If occupied by family at or below 80% of AMI, with no more than 38% of income going to total housing costs. Affordable housing project: 10% or more units meeting the definitions of affordable housing. These minutes have been checked and are correct with what is on file.
