Mission Statement:
The goal of the Transportation Board is to promote the implementation of a balanced transportation
system that is consistent with the City sustainability goals and provides choice, mobility, access,
congestion mitigation and safety for all people while achieving:
1) Efficient and effective movement of people and goods throughout the community;
2) Advocacy for per capita reduction in Vehicle Miles Traveled;
3) Enhanced and widespread mobility for people of all ages and abilities;
4) Emphasis of modal shifts;
5) Support for the City’s Climate Action Plan.
Activity Summary:
The Transportation Board held 11 scheduled monthly meetings during 2021. The December
meeting was cancelled due to holiday schedules. The Board continued to conduct meetings virtually
via the Zoom platform.
Bicycle Advisory Committee:
The Bicycle Advisory Committee (BAC), a subcommittee of the Board, held 12 scheduled monthly
meetings, including a joint meeting with the Transportation Board. The Transportation Board
engages in two-way communication with the BAC through monthly reporting.
Highlights:
The Transportation Board would like to highlight the following key areas where it had the greatest
impact in 2021:
Transportation Plans, Policy, and Budget
One of the Board’s core duties is to review and provide feedback on land use and transportation
plans. In 2021 the Board had the opportunity to provide input on updates to the Larimer County
Urban Area Street Standards, the Transportation Capital Project Prioritization Study, updates to the
Land Use Code and the North College BRT study. 2021 was also a budget year which the board
provided extensive input and guidance.

Transportation Capital Infrastructure, Maintenance, and Programs
During 2021 the Transportation Board was involved in transportation project and program
discussions, providing valuable feedback to City staff. An ongoing issue the Board acted on was the
traffic backup issues being caused by drive-thru traffic going to Raising Canes and Starbucks on
College Ave. COVID-19 dining restrictions continued to exacerbated issues at these locations, the
Board advised City Council to direct staff to act on fixing these issues quickly before a serious
accident occurred.

• Board letter to the Mayor and City Council concerning traffic operation concerns along
College Ave. near Raising Canes and Starbucks
